About this opportunity

Dallas Independent School District (Dallas ISD) is seeking proposals for abatement and remediation of regulated hazardous materials through a district-wide Request for Proposal (RFP) to be used on an as-needed basis. The procurement specifically covers two primary services: asbestos abatement and mold remediation, which will support the district's renovation and project efforts across multiple facilities. Contractors must be prepared to perform comprehensive tasks including pre-cleaning, preparation, removal, cleaning, encapsulation, final cleanup, and disposal of hazardous materials while complying with regulatory requirements from OSHA, EPA, DOT, and Texas Department of State Health Services. Contractors must maintain current licenses, certifications, and meet extensive safety and environmental regulations, including providing detailed documentation such as physician's opinion forms, respirator training certifications, material safety data sheets, and comprehensive project logs. The RFP is scheduled with a posting date of September 21, 2025, and proposals are due by October 23, 2025, with a proposed contract term of three years and potential for two successive one-year extensions, not to exceed five years total.

The solicitation encourages participation from all vendors, including sole source providers, and emphasizes opportunities for Minority and Women-owned Business Enterprises (M/WBE). Dallas ISD has an aspirational Small Business goal of 30% for goods, services, and construction contracts, with potential scoring advantages for M/WBE participation and good faith efforts to include diverse subcontractors. The district will evaluate proposals using multiple criteria including purchase price, vendor reputation, service quality, meeting district needs, past vendor relationship, and M/WBE participation, with a maximum of 20 points available for Small Business program commitment. While specific budget ranges are not explicitly stated, the district will procure services using local, state, federal, and grant-funded programs, indicating potential for significant contract value. Vendors must comply with Title 2 of the Code of Federal Regulations (2CFR) Part 200 and complete various mandatory forms including the Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and provide comprehensive vendor documentation.
