About this file
This document is a Scope of Work for Abatement and Remediation of Regulated Hazardous Materials issued by Dallas Independent School District (Dallas ISD) Maintenance & Facility Services. The scope covers two primary services: asbestos abatement and mold remediation to be performed on an as-needed basis districtwide to support renovation and project efforts. For both services, contractors will be responsible for comprehensive tasks including initial work area pre-cleaning, preparation, removal, cleaning, encapsulation, final cleanup, and disposal of hazardous materials. The work encompasses various materials such as asbestos-containing thermal, surfacing, and miscellaneous materials, as well as microbial growth across the district's facilities.
The document outlines extensive contractor responsibilities including personal air monitoring, mechanical and electrical work, system isolation, protective measures, coordination with Dallas ISD, documentation submission, and compliance with multiple regulatory bodies including OSHA, EPA, DOT, and Texas Department of State Health Services. Contractors must maintain current licenses, certifications, and meet specific safety and environmental regulations. The work will require detailed documentation, including physician's opinion forms, respirator training certifications, material safety data sheets, and comprehensive project logs. Contractors will be responsible for permits, notifications, and ensuring all work follows the most stringent interpretations of applicable regulations, with Dallas ISD encumbering associated notification fees.
