About this opportunity
The Nevada National Guard is requesting proposals for exterior paint and coating services at the Army Aviation Support Facility (AASF) in Stead, Nevada, with proposals due October 14, 2026 at 10:00 a.m. Pacific Time and questions due September 25, 2026 at 5:00 p.m. Pacific Time. Nevada-based businesses receive a five percent preference under Nevada Revised Statutes 333.3351 to 333.3356.
The scope encompasses comprehensive exterior surface preparation, repair, and repainting of approximately 15,000 square feet of painted concrete masonry unit walls, metal doors, roll-up doors, frames, flashing, and related components at the active facility located at 20000 Army Aviation Drive, Reno. Work includes facility condition assessment, pressure washing, CMU repair and patching, sealant and caulking replacement, surface preparation, spot-priming, exterior metal component preparation and painting, high-performance exterior coating application per manufacturer specifications, and final inspection with touch-up. The contractor must provide a one-year warranty on workmanship and materials from final acceptance, excluding pre-existing substrate conditions or normal weathering. Contractors must coordinate with the Nevada Army National Guard Project Manager; work may be scheduled 24/7 with advance coordination. All personnel require valid Real ID and approved Annex D background check prior to base entry.
The estimated contract value and specific pricing methodology are structured through a separate cost schedule requiring vendors to complete unit pricing for dust control polymer services delivered by the gallon, plus estimated annual travel costs billable at current GSA rates. The contract term is two years, subject to Board of Examiners approval. Evaluation criteria are weighted as follows: Demonstrated Competence (20%), Experience in Comparable Engagements (20%), Conformance with Scope of Work (15%), Expertise and Availability of Key Personnel (15%), and Cost Factor (30%). Proposals must include lump sum bids, detailed surface preparation and coating application approaches, coating manufacturer and product specifications, project schedule, subcontractor listings, and qualifications demonstrating comparable project experience. The estimated Notice of Award is November 23, 2026, with Board of Examiners approval and contract start November 30, 2026. Responses must remain valid for 180 days after submission.
Mandatory requirements include Nevada business license registration, active sam.gov entity registration, compliance with Nevada data encryption and Israel boycott standards, and specified insurance coverage including $2 million Commercial General Liability general aggregate, $1 million Automobile Liability combined single limit, and $1 million Professional Liability per claim. All insurance must name the State of Nevada as additional insured. Vendors must submit responses through nevadaepro.com.
