About this file
This is a Scope of Work document from the Nevada Army National Guard Office of Installations and Environment for exterior painting and coating services at the Army Aviation Support Facility (AASF) located at 20000 Army Aviation Drive, Reno, Nevada. The project encompasses comprehensive exterior surface preparation, repair, and repainting of the active facility, which features painted concrete masonry unit (CMU) walls, metal doors, roll-up doors, frames, flashing, and other metal components totaling approximately 15,000 square feet of paintable surface area. The scope of work includes ten primary tasks: facility condition assessment, pressure washing and cleaning, CMU repair and patching, sealant and caulking replacement, surface preparation through scraping and sanding, spot-priming of repaired areas, preparation and painting of exterior metal components, application of high-performance exterior coatings per manufacturer specifications, and final inspection with touch-up work. The contractor must coordinate all activities with the Nevada Army National Guard Project Manager and may schedule work 24/7 as needed, provided advance coordination occurs to minimize impact on facility operations. The facility is actively occupied, and contractors are strongly encouraged but not required to conduct pre-proposal site visits arranged through the Project Manager.
All contractor personnel must possess valid government-issued Real ID and approved Annex D background check forms prior to base entry and maintain these documents while on site. Vehicles must be legally registered and insured. The selected contractor shall provide a one-year warranty on workmanship and materials from the date of final acceptance, excluding failures due to pre-existing substrate conditions or normal weathering. Proposals must include a lump sum bid for the complete scope, detailed descriptions of proposed surface preparation and coating application approaches, proposed coating manufacturer and product specifications, estimated project schedule, subcontractor listings if applicable, licensing and insurance documentation, and qualifications demonstrating similar project experience. Prior to work commencement, the contractor must submit product data sheets, technical specifications, application instructions, and color samples for approval; proposed finish colors must match existing building colors unless otherwise approved in writing. Contract requirements include a valid State of Nevada Business License, proof of liability and worker's compensation insurance naming the Office of the Military as certificate holder and additional insured, Nevada vendor registration, and electronic payment transfer capability. Points of contact are Devin Earl (Contract Support) at devin.m.earl.nfg@army.mil or (775) 887-7280 and Brodie Lynch (Project Manager) at brodie.s.lynch.civ@army.mil or (775) 887-7314.
