About this opportunity

The Washington State Department of Transportation (WSDOT) is conducting a competitive solicitation (Contract No. TE25008) to procure up to eight contracts for Aarow and Speed Board Trailers, with two contracts potentially awarded per trailer type. The procurement seeks trailer variants including Folding Radar Speed Trailers, Vertical Radar Speed Trailers, Compact Radar Speed Trailers, and Aarow Board Trailers, with specific technical requirements mandating features such as LED displays, solar panel compatibility, GPS tracking, and precise dimensional constraints. Evaluation will be based on a 100-point scoring system considering bid responsiveness, technical specifications, and pricing, with pass/fail stages for bidder responsibility and specification compliance. Key procurement dates include a pre-bid meeting on March 11, 2025, bid submission deadline of March 18, 2025, anticipated Apparent Successful Bidder announcement on March 20, 2025, and projected contract award on April 1, 2025. Bidders must provide comprehensive documentation including technical specifications, pricing sheets, and certification forms, with trailers required to meet stringent operational and transportation regulations. The contract term is established for five years, with firm fixed pricing and best value selection criteria.

The solicitation strongly encourages participation from diverse businesses, establishing voluntary numerical goals that include 10% Minority-Owned Businesses, 6% Women-Owned Businesses, 5% Veteran-Owned Businesses, and 25% Washington Small Businesses. Bidders must register in Washington's Electronic Business Solution (WEBS) and demonstrate compliance with state procurement regulations, civil rights standards, and workers' rights provisions. While specific contract values are not explicitly stated, the multi-contract approach suggests a significant procurement opportunity designed to establish multiple vendor relationships across trailer types. Participating vendors must maintain specific insurance coverages, provide comprehensive warranties (including ten-year support for repair parts), and offer detailed operator and technician training. Additional requirements include providing new, unused equipment, maintaining technical support capabilities, and meeting extensive workmanship standards for electrical, hydraulic, and mechanical components. The procurement process includes provisions for on-site equipment inspections and potential liquidated damages for late deliveries, indicating a rigorous and comprehensive approach to trailer acquisition.
