About this opportunity

The State of Colorado Department of Personnel and Administration is issuing RFP AADA 2016000080 to procure twenty-one (21) custom recycling stations for the State Capitol Building. The procurement requires five (5) medium stations designed to house two thirty-eight-gallon plastic bins each and sixteen (16) small stations designed to house two twenty-six-gallon plastic bins each, with each station accommodating both recycling and landfill streams. All stations must meet specific dimensional requirements with tight tolerances, include six non-marking wheels with locking and non-locking casters, and incorporate educational backboards with 8"x11" photo-frame closures for campaign materials. Vendors must submit detailed product illustrations, specifications, color samples in Pantone 4625 C brown, wood trim samples in Pantone 469 C stained Ipe wood or approved alternatives, and proof of minimum 90% recycled plastic content. The written inquiry deadline is November 5, 2015, with the proposal submission deadline of November 30, 2015, at 3:00 p.m. MST, and the successful vendor must deliver a sample small station by January 4, 2016, for approval, with all remaining units delivered by February 9, 2016. Evaluation will be weighted as follows: 50% Technical Component (design, materials, and quality), 30% Cost Component, and 20% Vendor Experience, Warranty of Product and Delivery Schedule, for a total of 100 points. Vendors must have been in business for at least three (3) years, provide at least four (4) references for verification of on-time delivery and quality, and carry a minimum three-year warranty (four-year preferred) covering all stations, backboards, wheels, and casters.

The RFP does not specify any set-aside designations or restrictions based on organization type or disadvantaged enterprise status. No incumbent vendors or current contractors are identified in the solicitation documents. The pricing must be firm and fixed per unit, inclusive of all shipping, freight, handling, and associated costs, with the State's total budgeted amount not to exceed $36,715 for the complete procurement of all twenty-one (21) recycling stations. Vendors must be licensed to do business in Colorado and comply with federal E-Verify or the Colorado Department of Labor and Employment Program employment eligibility verification requirements. The contract term extends for the remainder of fiscal year 2016 through June 30, 2016, with the State reserving the right to order additional units at the unit price bid during this period. The awarded vendor will be responsible for all warranty claims and product support at no cost to the State, and payment to the vendor shall be made within forty-five (45) days of receipt of products and a correct invoice.
