About this opportunity
The State of Utah Division of Purchasing is soliciting proposals through RFP AA26-19 to establish multiple contracts for the provision of airline tickets and airfares to the State of Utah and eligible users, including state departments, public entities, political subdivisions, and nonprofit organizations. The procurement seeks vendor responses in two separate components: a technical proposal addressing mandatory minimum requirements and evaluation criteria, and an independent cost proposal. Vendors achieving a minimum score on their technical proposal will advance to the cost evaluation stage, with final awards determined by combining points from both the technical and cost proposal stages. The resulting contract will be for a five-year term with guaranteed percent discounts for the life of the contract and a zero percent administrative fee. The proposal due date is June 1, 2026, and vendors must submit responses through the state's online portal by the specified deadline.
Vendors submitting proposals must comply with Utah Code Annotated 63G-6a and Administrative Code R33, and must certify compliance with anti-boycott provisions, restricted foreign entity requirements, and forced labor prohibitions. Vendors may claim protection of trade secrets and commercial financial information under Utah Code 63G-2-305 and 63G-2-309 by submitting a Business Confidentiality Claim Form with both redacted and non-redacted versions of their proposal; however, such claims do not guarantee protection if the government receives a public records request under GRAMA. Vendors are strongly discouraged from taking exceptions to the Standard Terms and Conditions, and any proposed exceptions must be submitted in Microsoft Word format with redline edits during the designated question and answer period. The State reserves the right to conduct discussions with responsive vendors and request best and final offers, though award does not constitute a binding contract until a fully executed purchase order or contract is received. Awarded contractors must submit quarterly utilization reports and administrative fees according to a defined schedule. No specific award values or budget ranges are provided in the available procurement documents, and no incumbent vendors or set-aside designations are identified.
