About this opportunity
The City of Palm Coast is issuing an Invitation to Bid (ITB-UT-26-06) for construction of a sewer force main infrastructure project located in Flagler County, Florida. The project scope involves the construction of approximately 17,569 linear feet of new 12"-14" sewer force main along State Road A1A from Mala Compra Road to Marineland, combining two construction methodologies: approximately 4,253 linear feet of 14-inch polyethylene (PE) force main via directional drilling and approximately 13,316 linear feet of 12-inch polyvinyl chloride (PVC) force main via open cut construction. Qualified contractors must demonstrate experience with both directional drilling and open cut construction techniques, as well as capability to manage subsurface conditions involving coquina shell and rock fragments mixed within sand, which may require specialized excavation equipment. The project includes coordination with existing utilities including water mains, storm sewers, fiber optic lines, CATV, and telecommunications infrastructure, with requirements for hydrostatic testing at 150 PSI and compliance with City of Palm Coast Standards (July 2022) and applicable state regulations. Key dates include a non-mandatory pre-bid meeting on April 15, 2026 at 10:00 AM, a question deadline of April 24, 2026 at 2:00 PM EDT, an intent to bid deadline of May 4, 2026 at 2:00 PM EDT, and bid submissions due by May 5, 2026 at 2:00 PM EDT at City Hall (160 Lake Avenue, Palm Coast, FL 32164). All bid documents and submissions must be submitted electronically through the City's Bonfire procurement portal at https://palmcoastgov.bonfirehq.com/portal, and bidders must acknowledge receipt of Addendum No. 1 (issued April 6, 2026) with their submission.
Contractors must be Equal Opportunity Employers and comply with Davis-Bacon prevailing wage requirements, including submission of weekly certified payrolls and compliance statements. The apparent lowest responsive and responsible bidder must provide documentation of affirmative steps for Minority and Women's Business Enterprise (MWBE) participation. A Bid Bond equal to at least 5% of the bid price is required for bids of $100,000 or greater, and upon contract award, the successful bidder must furnish Performance and Payment Bonds equal to the Contract Price and a Material and Workmanship Bond equal to 10% of the Contract Price. The City has a stated preference for goods, products, and materials produced in the United States. The project is supported by an FDEP grant agreement (LPA0287) between the Florida Department of Environmental Protection and Flagler County for a Septic to Sewer Conversion project on the Barrier Island. No specific budget range or award value has been publicly disclosed in the available procurement documents. All required bid documents must be submitted in PDF format with a maximum upload file size of 1000 MB, and bidders are advised to submit at least one day prior to the closing time to allow sufficient upload time; technical support for submission issues is available through Euna Procurement at support.bonfire@eunasolutions.com.
