About this opportunity
The City of Madison Department of Transportation and Metro Transit is requesting proposals for a comprehensive regional transit plan under RFP 15048-0-2026-BG, with proposals due August 17, 2026 at 2:00 PM Central Time and questions due August 3, 2026 at 2:00 PM Central Time.
The scope encompasses project administration, three rounds of public outreach, review of existing conditions and regional plans, development of regional service plans with three alternative service-area scenarios, financial modeling, and implementation recommendations. Deliverables include technical memoranda, evaluation criteria documentation, a final Regional Transit Plan and Implementation Strategy, and public-facing materials. The prime consultant must assemble a multidisciplinary team with demonstrated experience developing transit plans, working with transit agencies and municipalities of comparable scale, and managing complex multi-stakeholder planning processes. Work is anticipated to complete within 12 months of contract execution, though consultants may propose alternative schedules if justified.
The contract term is one year from the effective date with optional renewal for up to two additional one-year periods by mutual agreement. Pricing is submitted in Excel format with hourly fee schedules, scope item breakdowns, estimated staff hours, and subconsultant details, operating on an actual cost basis with a not-to-exceed limit. Federal Transit Administration Section 5304 Planning Grant funds underwrite the work and trigger USDOT/FTA terms and conditions, federal procurement regulations, and City of Madison purchasing policies including affirmative action requirements and insurance requirements.
Evaluation criteria are project firm experience (20%), project team qualifications (20%), project understanding (15%), proposed approach and methodology (15%), and cost (30%).
