About this file
This is Addendum 3 to RFP 15048-0-2026-BG issued by the City of Madison Finance Department Purchasing Services for a comprehensive transit plan for the Madison Region. The addendum modifies key deadlines for the procurement: the questions due date has been extended to Monday, August 10th, 2026 at 2:00 PM Central Daylight Time, with answers to be posted on Tuesday, August 18th, 2026. Proposals must not exceed 30 pages (excluding covers, dividers, resumes, and required forms), organized into numbered sections as specified in the RFP, and must acknowledge receipt of this addendum on the RFP Section 6.1 Proposal Checklist. The contract term is one year from the effective date with optional renewal for up to two additional one-year periods by mutual agreement, and work is anticipated to complete within 12 months of contract execution.
The scope of work encompasses project administration, three rounds of public outreach, review of existing conditions and regional plans, development of regional service plans with three alternative service-area scenarios, financial modeling, and implementation recommendations, with deliverables including technical memoranda, evaluation criteria documentation, a final Regional Transit Plan and Implementation Strategy, and public-facing materials. Evaluation criteria include project firm experience (20%), project team qualifications (20%), project understanding (15%), proposed approach and methodology (15%), and cost (30%). Pricing is submitted in Excel format with hourly fee schedules, scope item breakdowns, estimated staff hours, and subconsultant details on an actual cost basis with a not-to-exceed limit. The work is funded through Federal Transit Administration Section 5304 Planning Grant funds, which triggers USDOT/FTA terms and conditions, federal procurement regulations, City of Madison purchasing policies including affirmative action requirements and insurance requirements.
