About this opportunity
The University of Mississippi Medical Center (UMMC) is issuing a notice of intent to certify a sole-source award to Vellox Group for renewal of Flight Vector computer-aided dispatch software under Sole Source Certification SS9749, with objections due November 16, 2026, at 3:00 p.m. Central Time. Vellox Group is the exclusive provider of support and licensing for the product, and UMMC determined that Flight Vector is the only Air Medical CAD system still receiving updates and support.
UMMC is procuring the renewal for use by the Mississippi Center for Emergency Services (MCES) communication center. The software tracks air and ground ambulances, pilots, crew, and other personnel in real time. It integrates asset location, weather, airspace restrictions, and global positioning data, along with feeds from Outerlink Global Solutions IRIS and CP-3i. UMMC states the software is critical to Specialty Care Ambulance and Advanced Life Support transport operations and to compliance with state levels-of-care rules.
The estimated total expenditure is $123,174 over a three-year term. During the certification period, UMMC will determine whether enhancements, upgrades, support, or equipment fall within scope and may increase spending authority accordingly. UMMC states it compared pricing against available market intelligence and pursued applicable discounts.
The notice was first published November 2, 2026, with a second advertisement on November 9, 2026. A notice of award or no award will be posted November 16, 2026. Objections must use the Vendor Form from the Mississippi Department of Finance and Administration Bureau of Purchasing and Contracting, include the Objection Certification (Attachment B), and be sent to solesource@umc.edu. UMMC will not be responsible for delivery delays.
