About this file

This is a Notice of Intent to Certify Sole Source issued by the University of Mississippi Medical Center (UMMC) for the renewal of Computer Aided Dispatch Software (Flight Vector). UMMC intends to award the sole source certification to Vellox Group, the exclusive provider of support and licensing for this product. Flight Vector is a computer-aided dispatch system that enables the Mississippi Center for Emergency Services (MCES) communication center to track air and ground ambulances, pilots, crew, and personnel in real time, integrating asset location data, weather information, airspace restrictions, and global positioning information. The software is essential for managing Specialty Care Ambulance transport services for patients requiring advanced life support and critical care monitoring. The first advertisement was published November 2, 2026, with a second advertisement on November 9, 2026. Objections from interested parties must be submitted by November 16, 2026, at 3:00 p.m. Central Time, with the notice of award or no award posted on the same date. The contract term covers three years with potential for additional enhancements and upgrades during the certification period.

The estimated expenditure for the three-year Computer Aided Dispatch Software renewal is $123,174.00. UMMC determined that Flight Vector is the only Air Medical CAD system still receiving updates and support, and Vellox Group is the sole entity capable of providing the required licensing and support services. The pricing is considered reasonable and has been compared against available market intelligence with identified discounts pursued where applicable. Objections must be submitted using the Vendor Form obtained from the Mississippi Department of Finance and Administration Bureau of Purchasing and Contracting website and must include the required Objection Certification (Attachment B). Responses should be directed to solesource@umc.edu, and UMMC will not be responsible for delays in delivery of responses.

Project Details

1. Describe the commodity/service that the agency/institution is seeking to procure:

Flight Vector allows the communication center to view all assets and their current locations (accomplished through a 3rd party data feed from Outerlink Global Solutions IRIS and CP-3i systems); real time weather and airspace restriction; current ground conditions; and global positioning information. Flight Vector CAD (computer aided dispatch) tracks the status of availability of personnel to assign the closest medically appropriate persons to meet the patient level of care needs.

2. Explain why the commodity/service is the only one (1) that can meet the needs of the agency/institution:

Flight Vector software is utilized by MCES to track air and ground ambulances, pilots, crew and other personnel. MCES typically provides Specialty Care Ambulance transport, which is a mode of ambulance transportation designed for individuals who need advanced life support (ALS) and specialized medical monitoring and intervention by a critical care transport nurse during the transport. State regulations require Specialty Care Transport (SCT) for any transfers where the patient: has a running IV (any fluid), requires cardiac monitoring, is on a mechanical ventilator, requires advanced suctioning (via tracheostomy), or requires any level of care beyond the scope of an EMT-Basic. On occasion, MCES transports are downgraded to ALS. ALS units may give injections, administer medications, and place advanced airways - such as an Endotracheal tube, Laryngeal mask airway or Esophageal-tracheal tube. ALS providers may also be equipped with cardiac monitors and glucose testing devices. ALS providers can also read and interpret electrocardiograms. They are practiced in airway control (including placement of advanced airways), pharmacology, acute coronary syndromes, and performing as leaders and/or members of a resuscitation team.

Flight Vector is the only Air Medical CAD that is still receiving updates and support.

3. Explain why the source is the only person or entity that can provide the required commodity/service:

Vellox Group is the sole provider of support and licensing for this product.

4. Explain why the amount to be expended for the commodity/service is reasonable:

The estimated amount to be expended for the renewal of Computer Aided Dispatch Software (Flight Vector) is $123,174.00 for three years. Please be advised that UMMC will determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Should Vellox Group change their name during this certification period, then UMMC will determine if a recertification is necessary. This amount is within the expected price range for these products.

5. Describe the efforts that the agency/institution went through to obtain the best possible price for the commodity/service:

Pricing is compared against available market intelligence and identified discounts are pursued where applicable.

Submission Instructions and Format of Response from Objecting Parties

Interested parties who have reason to believe that the renewal of Computer Aided Dispatch Software (Flight Vector), (hereafter, “Products”) should not be certified as a sole source should provide information in the Vendor Form for the State to use in determining whether or not to proceed with awarding the sole source to Vellox Group.

The Vendor Form may be found at Bureau of Purchasing and Contracting | Mississippi Department of Finance and Administration (ms.gov), under “Purchasing Forms."

Objections must include the certification in Attachment B.
