About this opportunity

Pennsylvania College of Technology, a Penn State affiliate, is seeking bids for a comprehensive three-year fuel supply and delivery contract through Request for Bid (RFB) #8268. The procurement encompasses the acquisition of multiple fuel products, including regular and premium unleaded gasoline, on-road and off-road diesel, kerosene, and heating oil, with estimated annual usage quantities ranging from 75 to 35,000 gallons across various product types. The contract period will span from January 1, 2026, through December 31, 2028, with a potential one-year extension by mutual agreement. Pricing will be dynamically structured based on the Oil Price Information Service (OPIS) Williamsport Rack Daily Average, with vendors required to submit a fixed cents-per-gallon markup above or below the index price. Bids are due electronically via the PennBid Program by 2:30 PM on Tuesday, November 25, 2025, with delivery locations including multiple Pennsylvania sites such as Williamsport, Montgomery, and Montoursville. Vendors must comply with safety regulations, provide material safety data sheets, maintain appropriate insurance, and submit a Non-Collusion Affidavit using the specified PennBid Excel Bid Table.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Payment terms are established at Net 45 days, and the college maintains tax-exempt status for state sales and federal excise taxes. Delivery infrastructure involves multiple sites with tank sizes ranging from 100 to 10,000 gallons, suggesting potential complexity in distribution logistics. While specific budget ranges are not detailed, the estimated annual fuel consumption provides insight into potential contract value. Vendor participation includes potential PennBid platform fees ranging from 1/3 to 1/6 of 1% of the contract value. The college reserves significant procurement flexibility, including the right to waive bidding informalities, reject any or all bids, select individual items from submitted bids, or accept the proposal deemed most advantageous to the institution's interests.
