About this opportunity
The Alabama Department of Transportation is requesting bids for HVAC maintenance and repair services at its Grove Hill Area 8 facility in Clarke County under ITB 809-680235, with bids due July 7, 2026. Bidders must hold certification from the Alabama State Board of Heating, Air Conditioning, and Refrigeration Contractors and be located within 100 miles of the primary ALDOT facility in their service county.
The scope covers service calls, labor, and minor repair components—thermostat connections, drain-line clearing, ductwork repairs, belt replacement, and small refrigerant leaks—at Area Offices, District Offices, Welcome Centers, Rest Areas, and Project Offices in Grove Hill (D84), Thomaston (D-82), and Camden (D-83). The contract explicitly excludes new HVAC unit installations, complete system replacements, and major renovations exceeding $15,000. Bidders must submit service-call rates (including one hour of labor and travel), hourly labor rates for licensed HVAC mechanics and helpers during regular hours (Monday–Friday, 7:30 am to 4:30 pm) and overtime, and a markup percentage for replacement parts and components. Transportation costs are included in service-call bids.
The master agreement runs for an initial 12-month period with options to extend for up to four additional consecutive 12-month periods at the same pricing, terms, and conditions, with written agreement required no later than 30 days prior to expiration of each period. Award will be made on an all-or-none basis by county grouping to the lowest responsible bidder using weighted evaluation of service-call rates, hourly rates, and parts markup. Successful suppliers must carry a minimum $1,000,000 liability insurance with $500,000 per occurrence and provide minimum two commercial references documenting at least three years of similar HVAC experience. Emergency contact availability with one-hour response during business days and 8:00 am response the next calendar day for after-hours requests is required, with emergency service delivery within two hours of initial contact. Questions are due July 1, 2026 by 5:00 pm.
