The contract explicitly excludes new HVAC unit installations, complete system replacements, and major renovations exceeding $15,000. The master agreement period follows the fiscal year cycle (October 1 through September 30), with purchase orders generated by regional/district offices as needed. ALDOT reserves the right to cancel the master agreement with thirty days' written notice for cause, including unsatisfactory performance, misrepresentation, budgetary constraints, or facility closure.

Bid pricing must include service call rates (including one hour of labor and travel), hourly labor rates for licensed HVAC mechanics during regular hours (Monday-Friday, 7:30 am to 4:30 pm) and overtime hours, hourly rates for helpers during regular and overtime hours, a markup percentage for replacement parts and components, and special freight reimbursement at net contractor cost without markup. Transportation costs are included in service call bids. Awards will be made on an all-or-none basis by county grouping to the lowest responsible bidder using weighted evaluation of service call rates, hourly rates, and parts markup percentages. Successful suppliers must be certified by the State of Alabama Board of Heating, Air Conditioning, and Refrigeration Contractors, located within 100 miles of the primary ALDOT facility in their service county, and provide minimum two commercial references documenting at least three years of similar HVAC experience.
