About this file

This document contains the specific terms and conditions for an Invitation to Bid (ITB) issued by the Alabama Department of Transportation (ALDOT) for HVAC maintenance and repair services at the Grove Hill Area 8 facility. The solicitation seeks qualified contractors to provide HVAC maintenance and minor repairs to specified equipment, with minor repairs including component replacement, thermostat wire and capacitor repairs, drain line clearing, duct work repairs, belt replacement, and small refrigerant leak repairs. The scope explicitly excludes new HVAC unit installation, complete system replacement, and any work requiring structural modifications such as sheetrock removal or concrete breaking. The deadline for questions is July 1, 2026, by 5:00 pm. The resulting contract will be established for an initial 12-month period with options to extend for up to four additional consecutive 12-month periods at the same pricing, terms, and conditions, provided both parties agree in writing no later than 30 days prior to expiration of each period.

Award will be made to the lowest responsible bidder meeting all specifications, as determined by an award matrix revealed at bid opening. Bidders must submit HVAC repair parts pricing as a markup percentage entered in the unit price section of the item grid. Contractors must provide proof of certification from the Alabama State Board of Heating, Air Conditioning, and Refrigeration Contractors and carry a minimum of $1,000,000 liability insurance coverage with $500,000 per occurrence, with the State of Alabama named as certificate holder. Workers' compensation insurance is also required. All materials must comply with trade practice standards and local codes, and contractors must submit a complete materials list to the area maintenance engineer prior to job site delivery. Price escalations may be considered if justified by documentation and do not exceed industry-specific price index or CPI increases; any price de-escalations must be passed to the state immediately. Vendors have five days to respond to any information requests, and failure to comply may result in bid rejection.
