About this opportunity

The State of Maine, Division of Purchases, is requesting bids for 8.3 Cummins engine parts to supply vehicle and equipment refurbishment and maintenance operations under a one-year master agreement contract, with bids due June 4, 2009. The Maine Military Authority will award to the supplier or suppliers offering the best combination of price and lead time, contingent on approval of product samples.

The scope comprises over 100 individual components for 8.3L Cummins engines, including mandatory Cummins parts, non-Cummins parts, and consumables such as cylinder head expansion plugs, valve assemblies, turbocharger kits, fuel injectors, gasket sets, motor oil, diesel fuel, and lubricants. Lead times range from 4 to 51 days. Several items are marked for manufacturer-specific alternatives, such as fan clutches from Evans or Horton. High-wear components including crankshaft seals and wear sleeves carry usage rates of 45 to 65 percent; other items are specified at 100 percent usage rates with order quantities calculated per 18 units.

Bid prices must be submitted net F.O.B. destination with all transportation and delivery charges prepaid by the contractor. Prices remain fixed throughout the contract period unless periodic adjustments are agreed to in writing in advance. Winning bidders may be required to provide item samples and certificates of conformance to verify specification compliance. Orders will be issued via Delivery Order documents transmitted by email; shipments are generally accepted only up to two weeks in advance of stated delivery dates. The State retains the right to extend the contract beyond one year with contractor consent and to cancel with thirty days' written notice.

The State of Maine is exempt from Federal and State sales taxes. Where Maine-produced commodities or in-state bidders respond, preference will be applied to resolve tie bids. Bids must reach the Division of Purchases office, Room 119, State House Station, Augusta, prior to the June 4 closing time; late bids will not be considered.
