About this opportunity

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is soliciting bids for operation, maintenance, and monitoring of the Richfield Landfill's gas collection and flare system under File 761/26433.SAR, with bids due August 12, 2026 at 2:00 p.m. Eastern. A mandatory pre-bid walk-through was held July 30, 2026; questions are due August 4, 2026 at 2:00 p.m. Eastern. Qualified Disabled Veteran (QDV) businesses receive a 10% preference in bid evaluation. All work is subject to Michigan prevailing wage rates for Genesee County.

The scope spans one year from Notice-to-Proceed beginning October 1, 2026, and includes initial assessment of the gas collection system within the first month; monthly operation and maintenance of flares and blower system; monthly monitoring of gas parameters at 47 active extraction wells (of 59 installed); monthly wellhead tuning to maximize methane recovery; project administration with monthly progress reports; and a $50,000 provisionary allowance for emergency repairs. The contractor must develop report templates and well-tuning sheets. No historical records, SCADA data, or baseline condition assessments will be provided. The contractor assumes responsibility for all routine consumables and replacement items within monthly O&M pricing; emergency repairs are reimbursable through the provisionary allowance following formal approval.

The Richfield Landfill operates a HOFFMAN & LAMSON multistage centrifugal blower and dual flare system. The current operator, Blue Skies Energy, ceases operations September 30, 2026. EGLE will cover all electrical utility bills. Leachate and condensate removal are contracted separately. Typical gas composition is 50–54% methane, 35–37% carbon dioxide, and 3–4 ppm hydrogen sulfide.

Compensation is lump-sum for initial assessment, monthly or event basis for operational and monitoring tasks, and monthly for project administration. All bids must include 5% bid security; performance and payment bonds of 100% contract value are required. Bids exceeding $100,000 require Certification of Michigan Based Business. Apparent low bidders must submit post-bid documentation including Experience Modification Rating, project superintendent information, and three project references within two business days. Liquidated damages are $100 per calendar day for delays beyond 365 calendar days.
