About this opportunity

The Michigan Department of Technology, Management & Budget on behalf of the Department of Environment, Great Lakes, and Energy is soliciting bids for operation, maintenance, and monitoring services at the Richfield Landfill gas collection system in Richfield Township, Genesee County, with bids due August 12, 2026 at 2:00 p.m. ET and a mandatory pre-bid conference and site tour on July 30, 2026 at 11:00 a.m. ET. A 10% pricing preference applies to service-disabled veteran-owned businesses (SDVOB) under Michigan Public Act 91 of 2005; eligible bidders must provide documentation including DD214, VA Rating Decision Letter, and proof of 51% or greater ownership by a veteran with service-connected disability, or alternatively submit National Veterans Business Development Council certification.

The scope encompasses six line-item tasks: initial assessment of the 59-wellhead gas collection system; monthly operation and maintenance of dual flares and a Gardner Denver Nash multistage centrifugal blower; monthly monitoring of landfill gas parameters (target 50%–52% methane concentration); monthly wellhead tuning; monthly project administration and reporting; and a $50,000 provisional allowance for annual and emergency repairs. The landfill is a 300-acre abandoned facility with approximately 79 acres of landfill footprint, located at 11145 East Mt. Morris Road, Davison, Michigan 48423. The contract term runs October 1, 2026, through October 1, 2027, with potential for annual renewal based on funding and site needs.

The base bid is structured as a lump sum for initial assessment and unit-price line items for each of the 12-month operational tasks. All bids require a 5% bid guarantee. Bids exceeding $50,000 require performance and payment bonds; bids over $100,000 require completion of the Certification of Michigan Based Business form. Prevailing wage requirements per Genesee County apply. Required insurance includes Commercial General Liability ($1 million per occurrence), Vehicle Liability, Worker's Compensation, Employer's Liability ($1 million per occurrence), and Pollution Liability ($1 million per occurrence). Bidders must submit a Contractor Health and Safety Questionnaire with OSHA Form 300A/300 injury and illness logs for the three preceding years and demonstrate OSHA 29 CFR 1910.120 compliance. Liquidated damages are $100 per calendar day for contract overruns. Award will be made to the best-value responsive and responsible bidder based on price and qualitative criteria from the three lowest bids. Bids must be submitted electronically through SIGMA VSS.
