A 10% price preference applies to Qualified Disabled Veteran (QDV) bidders who meet contract requirements under Michigan Public Act 91 of 2005; SDVOBs must submit proof of service-connected disability and 51% or greater veteran ownership to claim the preference.

The scope encompasses permitting, utility clearance, surveying, soil erosion and sediment control installation and removal, excavation of contaminated soil from two areas (Area 1: approximately 1,300 square feet to 3.0 feet depth; Area 2: approximately 1,590 square feet to 2.0 feet depth), transportation and disposal of excavated materials (393 tons), backfill with clean fill (407 tons) and 6-inch clean gravel topping (87 tons), and demobilization. The bid schedule includes mobilization, private utility clearance, survey, site preparation, erosion control, excavation/transportation/disposal, clean fill, gravel, demobilization, and a $10,000 provisionary allowance.

Contract time is 60 calendar days from Notice to Proceed with liquidated damages of $250 per calendar day. A 5% bid guarantee is required; contracts exceeding $50,000 require performance and payment bonds. Prevailing wage and fringe benefits under Michigan 2023 PA 10 apply; state project registration is mandatory for contractors and subcontractors. Commercial general liability insurance with limits of not less than $1,000,000 per occurrence is required. Evaluation uses best-value methodology considering the three lowest responsive and responsible bids, with potential evaluation of bids within 10% of the lowest responsive bid. Questions are due August 3, 2026 at 2:00 p.m. Eastern time to David Dryburgh at AECOM (David.Dryburgh@aecom.com or 616-406-7330). Bids must be submitted electronically through SIGMA VSS with a maximum of two attachments, each less than 25 megabytes, and must include non-collusion affidavit and asbestos abatement attestation.
