About this opportunity
The State of Michigan, through the Department of Technology, Management and Budget (DTMB) and the Department of Environment, Great Lakes, and Energy (EGLE), is procuring construction services for the decommissioning of a groundwater treatment system located at the Cass Street Area Site in Edwardsburg, Michigan. The project scope encompasses site preparation and mobilization, complete decommissioning of the groundwater treatment system, abandonment of multiple monitoring wells (40+ wells) and recovery wells (3 wells) using bentonite-cement slurry and tremie pipe methods, removal of all piping, pumps, heaters, filters, and related equipment from the facility, disposal of chemicals and a chlorination shed, site clearing and restoration including topsoil application and seeding with one-year vegetation maintenance, and demobilization. The contract includes 12 line items with both lump sum and unit price components, with a contract duration of 60 calendar days from the Notice to Proceed and liquidated damages of $2,000 per day for delays. Prospective bidders must attend a mandatory pre-bid conference and site tour scheduled for July 29, 2024, at 10:30 AM Eastern time; all questions must be submitted to the Project Services Company representative by August 14, 2024, at 2:00 PM Eastern time; and bid responses are due August 14, 2024, at 2:00 PM Eastern time through the SIGMA VSS portal. All workers must maintain current OSHA 40-hour Hazardous Waste Operations and Emergency Response Training and medical surveillance certifications. Evaluation criteria include compliance with prevailing wage requirements per 2023 PA 10, MCL 408.1101-408.1126, proper handling and disposal of petroleum hydrocarbon and halogenated volatile organic compound contamination, adherence to Michigan Department of Transportation permit conditions for wells within road rights-of-way, and use of ground protection mats for vehicle movement.
The project has no federal funding and therefore applies state prevailing wage requirements. Bid security of 5% of the base bid is required in the form of a certified check, cashier's check, money order, or bid bond payable to the State of Michigan, and performance and payment bonds are mandatory for all bids exceeding $50,000. Contractors bidding amounts exceeding $100,000 must certify Michigan-based business status. No set-aside designations for disadvantaged enterprises or small business participation are specified in the available documentation; however, bidders may submit Qualified Disabled Veteran information if applicable. There is no identified incumbent contractor or current vendor listed in the contract documents. The contract includes a $10,000 provisionary allowance for unforeseen conditions and allowances for laboratory analytical costs related to NPDES permit monitoring, though no specific total contract award value or budget range is disclosed in the documentation. Submission to SIGMA VSS requires a maximum of two attachments, each less than 25 MB, and individuals representing contractors at the mandatory walk-through must submit a Vendor/Contractor LEIN Request form five business days prior to the July 29, 2024, meeting.
