About this opportunity

The State of Michigan, through the Department of Energy, Great Lakes, and Energy (EGLE) and the professional services firm Arcadis of Michigan, LLC, is soliciting competitive bids for in-situ chemical oxidation (ISCO) injection services at the Chapin General Store Site located at 19000 West Ridge Road, Elsie, Michigan (Saginaw County). The scope of work encompasses ISCO injection activities utilizing direct push technology and gravity feed methods with alkaline activated persulfate to remediate contaminated soil and groundwater, along with ancillary services including utility location, installation and maintenance of temporary soil erosion and sedimentation controls, reagent storage with secondary containment, surface restoration, and seeding and mulching of disturbed areas. Successful bidders must demonstrate experience with ISCO remediation techniques, groundwater remediation, and full compliance with applicable state and federal environmental regulations, including MIOSHA requirements and EPA guidance for ISCO applications. The mandatory pre-bid meeting and site walk-through are scheduled for Wednesday, May 6, 2026, at 10:00 a.m. ET at Chapin Township Hall, with questions due to Ted Kremer, PE, CCCA at ted.kremer@arcadis.com no later than Friday, May 8, 2026, at 2:00 p.m. ET. Bids are due by Wednesday, May 27, 2026, at 2:00 p.m. ET (revised from May 20, 2026) via the SIGMA VSS electronic procurement portal, with bid opening scheduled for the same date and time. The contract specifies 84 calendar days for substantial completion and 140 calendar days for final completion. Bidders must submit electronically through SIGMA, acknowledge receipt of all addenda on bid forms, and provide a five percent bid guarantee with their proposals.

Contractors must comply with Michigan's Qualified Disabled Veteran (QDV) and Michigan-Based Business certification requirements, and bidders must acknowledge their status regarding these designations in their proposals. All bids exceeding $50,000 require both performance bonds and payment bonds, and contractors must provide builders risk insurance. Bidders are required to submit proof of State Project Registration from the Department of Labor and Economic Opportunity and must include analytical testing results for non-municipal potable water sources utilizing ASTM Method 1633 for PFAS compounds, ASTM Method 8260 for volatiles and semi-volatiles, and ASTM Method D5673 for Michigan-10 metals. No alternates are permitted, and no "or equal" or substitution proposals are allowed after bid opening except as provided in the General Conditions. The procurement is open to qualified environmental remediation contractors without incumbent contractor restrictions identified in the documentation. No specific contract award value or budget range is disclosed in the available project materials, though project funding is provided through Michigan's environmental remediation program budget and may involve federal or state cleanup grant programs. The applicable NIGP codes are 92629, 92630, and 92678, and project documents are available through the SIGMA portal at https://sigma.michigan.gov/webapp/PRDVSS1X1/Advantage4.
