About this opportunity
The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division, in coordination with the Department of Environment, Great Lakes and Energy, is procuring construction services for the Torch Lake Superfund Site Remediation Project located in Houghton County, Michigan. This project encompasses soil and vegetative cover repairs and installation of engineered barriers at two sites: the North Entry Site at Breakers Beach in North Canal Township Park and the Hubbell Tamarack Site on Tamarack Street in Hubbell. The scope of work includes installation of approximately 450 to 600 feet of large boulders (approximately 100 boulders weighing 400 tons total, spaced 2 feet apart) to create stone wall barriers, procurement and installation of fill materials (142 tons), 22A stone (204 tons), 23A stone (365 tons), and topsoil (1,015 tons at 6 inches depth), seed, mulch, and fertilizer application over 0.93 acres, installation of signage (four 1-foot by 1-foot signs and one 3-foot by 2-foot sign), soil erosion and sedimentation control (SESC) measures, mobilization, and demobilization. The contract duration is 365 days from the Notice-to-Proceed, with bulk work to be completed by September 20, 2022, and substantial completion inspection scheduled for spring 2023. A mandatory pre-bid conference was held on July 20, 2022, at 8:00 a.m. ET at the North Entry Site; the bid opening date was August 17, 2022, at 2:00 p.m. ET; and questions were required to be submitted by July 27, 2022, at 10:00 a.m. ET. Bids must include a five percent bid guarantee payable to the State of Michigan, remain valid for 60 calendar days following the bid opening, and comply with Michigan prevailing wage requirements applicable to Houghton County. Performance bonds and payment bonds are required for contracts exceeding $50,000. Evaluation criteria include price and qualitative components, specifically technical approach, quality of proposed personnel, and management plans, with the apparent low bidder selected based on these factors. The project includes a $10,000 provisionary allowance in the base bid, and liquidated damages are assessed at $250 per calendar day for delays beyond the contract completion date.
All contractors and subcontractors must comply with Michigan prevailing wage rates, maintain certified payroll records, and post wage schedules at the job site. Qualified disabled veterans receive a ten percent preference in bid evaluation. No set-aside designations specifically limiting bidders to disadvantaged enterprises are identified in the procurement documents. Bidders must submit a Schedule of Values, list of subcontractors, and post-bid submittals including experience modification ratings, project superintendent qualifications, and references for similar projects. The contractor is responsible for fence removal and disposal, SESC permitting through Houghton County, and must ensure topsoil quality promotes adequate vegetation establishment; if vegetation fails to establish by the spring 2023 substantial completion inspection, the contractor must repair, replace, or replant at no additional cost. No "or equal" or substitution proposals are permitted after bid opening. The project is state-funded through the Department of Environment, Great Lakes and Energy, though specific budget ranges or award values are not disclosed in the procurement documents. Electronic bids are required to be submitted through SIGMA VSS with individual files not exceeding 6 MB, and project documents are available at https://sigma.michigan.gov.
