About this file

This Construction Bid Addendum No. 2 is issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration on behalf of the Department of Environment Great Lakes and Energy for the Torch Lake Superfund project (File No. 761/20188.SAR) in Houghton County, Michigan. The project involves remedial work at two locations: the North Entry Site and the Hubbell Tamarack Site. At the North Entry Site, approximately 600 feet of large boulders spaced 2 feet apart will be installed to create stone wall barriers, fill material will be used to address rutted areas, and signage will be installed to prevent trespassing and educate the public about stamp sands cover protection. At the Hubbell Tamarack Site, surface disturbances will be repaired at twelve locations through raking or tilling of clay cover and installation of six inches of topsoil followed by seeding, mulch, and fertilizer application across 0.93 acres. The contract duration is 365 days from the Notice-to-Proceed, with bulk work completion targeted prior to September 20, 2022, and substantial completion inspection scheduled for spring 2023. The bid opening date was August 17, 2022 at 2:00 pm ET, with a pre-bid meeting held at both work sites. Work items include mobilization, site services, fill and stone procurement and installation (142 tons of fill, 204 tons of 22A stone, 365 tons of 23A stone, 1,015 tons of topsoil, and approximately 100 boulders weighing 400 tons), seed/mulch/fertilizer application, signage procurement and installation, and SESC measures, with a $10,000 provisionary allowance included in the base bid.

The addendum addresses thirteen questions and answers clarifying specifications and requirements, including guidance on fill material specifications (100% passing 3-inch screen, 10–20% passing #200 sieve), topsoil depth requirements of 6 inches, boulder specifications (3–5 feet wide and tall with circular shape), HDPE plastic signage dimensions (four 1-foot by 1-foot signs and one 3-foot by 2-foot sign), the elimination of geotextile and builders risk insurance requirements, and contractor responsibilities for fencing removal and SESC permitting through Houghton County. A five percent bid guarantee and performance and payment bonds are required for all bids exceeding $50,000. The project specifications note that no "or equal" or substitution proposals are permitted after bid opening, and if topsoil quality does not promote adequate vegetation establishment or vegetation fails to establish by the spring 2023 substantial completion inspection, the contractor must repair, replace, or replant at no additional cost.

ADDENDUM ITEMS:

Questions and Answers:

Q1 What are the fill specifications to bring the deep rutted areas up to grade?

A1 While the fill will not be required to be verified, it should be suitable material to fill in the deep rutted areas and bring them to grade prior to applying 23a stone on top. It is suggested the fill should be 100% passing 3-inch screen and 10% - 20% passing #200 sieve.

Q2 How is general fill to be paid?

A2 If the general fill is not sourced at a business with weighing capabilities, then the first load of fill must be weighed at a certified scale. The initial weight slip will be used to estimate each load thereafter.

Q3 What is the defined contract time, is it 120 days or October 8th?

A3 The contract time will be adjusted to 365 days. The bulk of the work will be completed by the selected contractor prior to September 20, 2022. The substantial completion inspection will be performed by the Professional in Spring of 2023. The contractors can still invoice for work completed prior to substantial completion. The substantial completion inspection will confirm that the vegetation has established. If vegetation has not established, the contractor will be required to plant again in the Spring 2023.

Q4 What are the dimensions, material, and requirements for the site signage?

A4 The signs should be made from HDPE plastic board, approximately ¾ inch thick. There will be 4 signs with dimensions not to exceed 1-foot by 1-foot. There will be 1 sign not to exceed 3-foot by 2-foot. The final text of the signs will be provided by the professional to the contractor. The 4 1-foot by 1-foot signs will contain up to 100 characters including spaces. The 1 3-foot by 2-foot sign will contain up to 2000 characters including spaces.

Q5 Will geotextile be required for under the boulders as described in the bid specs?

A5 Geotextile will not be required for under the boulders.

http://www.michigan.gov/SIGMAVSS KleinD4 Highlight

Q6 Who or what will determine the topsoil depths in the different areas at the Hubbell Tamarack Site?

A6 Following the pre-bid meeting, a topsoil depth of 6 inches will be required for each of the different areas at Hubbell Tamarack.

Q7 Is builders risk insurance required as described in the bid specs?

A7 Builders Risk insurance is not required for this project.

Q8 Does the SESC permitting go through Houghton County or DTMB?

A8 SESC permitting should go through Houghton County.

Q9 Will the contractor be responsible for removal and disposal of the fenced area?

A9 Yes, the contractor will be responsible for removal and disposal of the fenced area.

Q10 Is there a selected source for the boulders?

A10 The boulder pricing and information was obtained from Valley View Quarry, however there is not a selected source for the boulders. The boulders should be between 3-5 foot wide and 3-5 foot tall and have a generally circular shape.

Q11 What will be the required spacing between the boulders?

A11 The boulders should be spaced approximately 2 feet apart. Smaller boulders should be used along the shoreline side to limit the boulders from blocking the view of the lake from vehicles.

Q12 What type of topsoil will be required at the Hubbell Tamarack Site?

A12 The type/quality of topsoil will be left to the Contractor’s discretion. The topsoil needs to be suitable to protect the cover and promote and establish growth. If the topsoil used does not promote and establish growth the Contractor will be required to repair, replace, or re-plant following the substantial completion inspection in Spring 2023. The soil quantities and conversion factor from tons to cubic yards is included for reference.

Q13 What type of matting will be required at the Hubbell Tamarack Site?

A13 A mulch-blanket is required to cover the seeded areas and be secured with wood-stacking tack to prevent seed and fertilizer from being blown or washed away.

Project Scope of Work:

North Entry Site Installation of approximately 600 feet of large boulders, spaced 2 feet apart, to create two stone wall barriers along the current parking lot/turn around and along the beach area of the North Canal Township Park on Breakers Beach. In addition to the boulders, fill material matching the existing conditions at the Site will be brought in to fill holes and ruts where stamp sands have been exposed (i.e., 22A stone, 23A stone material, ADA trail bond, or similar). Repair of surface disturbances and rutting to existing soil cover to inhibit stamp sand mobility and improve surface water conveyance off. It will be necessary to install a crown and grading for proper drainage of run-off from the lot. Following backfilling, grading of the chosen stone material will be required. Topsoil, seed, mulch, and fertilizer

Bidding and Contract Document (R 03/22) Project Name: Torch Lake Superfund File No. 761/20188.SAR application is not expected at the North Entry Site during this work. Installation of new SESC measures will be necessary where required.

In addition to installation of a stone wall barrier to help prevent vehicular and off-road trespassing, signage will be added to the site. The goal of the signage is to inform the public of the importance of protecting the stamp sands cover. There will be one main sign explaining the stamp sands cover and the importance of protecting the cover. Additional signage will explicitly state no vehicular or off-road vehicle trespassing.

The verbiage of the signs will be provided to the Contractor. The work is tentatively planned to take place the week of September 12, 2022.

Hubbell Tamarack Site Repair of surface disturbances to existing cover to prevent transport of exposed stamp sands and improve surface water conveyance off of Site. Raking or tilling of the top two (2) inches of clay cover will be required followed by installation of six (6) inches of topsoil, seed, mulch, and fertilizer application will be required at twelve (12) locations at the Hubbell Tamarack Site. The work is tentatively planned to take place the week of September 12, 2022.

The Bidder must figure its Base Bid on the specified, or Addendum-approved, materials and equipment only. No “or equal” or substitution proposals will be permitted after Bid opening, except as provided in the General Conditions.
