This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, on behalf of the DNR Fisheries division, for Phase 100 Engineering Studies on two dams located in Michigan's Upper Peninsula. The project encompasses evaluations of Tomahawk Creek Dam in Presque Isle County and Hoister Lake Dam in Gladwin County, with the primary objective of assessing removal, repair, and rebuild alternatives for each structure. Mandatory pre-proposal site visits are scheduled for November 4, 2026, at Tomahawk Dam (meeting at Atlanta DNR Office) and November 5, 2026, at Hoister Dam (meeting at Roscommon CSC). Responses must be submitted via SIGMA VSS by December 3, 2026, at 2:00 p.m., with questions due by November 12, 2026, at noon. The project timeline includes RFP review on December 11, 2026, agenda approval by December 18, 2026, a predesign meeting on January 5, 2027, a 50% recommendation review on April 2, 2027, and a 100% report due on April 16, 2027. Firms are permitted to combine technical and cost proposals into a single attachment not exceeding 25 megabytes.
The file does not disclose specific pricing information, budget amounts, or funding sources. No set-asides are indicated. Respondents must provide cost estimates for all project phases as the total bid amount. The project requires compliance with federal regulations administered by EPA, OSHA, and DOT, as well as state regulations from DCH, EGLE, DNR, and MIOSHA, and applicable local standards. Questions should be directed to Maria Alvaro at alvarom1@michigan.gov, and technical issues with SIGMA VSS submissions may be escalated to the SIGMA Help Desk at 517-284-0540 or 888-734-9749.
