About this opportunity
Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting bids for rehabilitation of the Minnawanna Dam at Hadley State Recreation Area under File 751/26331.SAA, with questions due November 20, 2026 and bids due December 2, 2026 at 2:00 p.m. ET. A Service-Disabled Veteran-Owned Business (SDVOB) preference provides a 10% pricing advantage to qualifying bidders, and attendance at the mandatory pre-bid conference is a prerequisite for bid submission, with only attending contractors eligible to bid.
The SDVOB preference applies to businesses at least 51% owned by one or more veterans with a service-connected disability, as defined in 38 USC 101(16). Claimants must submit proof of disability status, ownership, and discharge status, such as a DD214, VA Rating Decision Letter, or NVBDC certification meeting specified conditions. DTMB does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications for eligibility. The pre-bid conference and voluntary site tour were scheduled for October 28, 2026 at 3871 Herd Road, Metamora, Michigan. Contractors must also provide proof of State Project Registration from the Department of Labor and Economic Opportunity.
The base scope rehabilitates the primary spillway, slip-lines the low-level outlet and discharge piping, and adds a downstream filter diaphragm and energy dissipation. It also includes localized concrete repairs, trash rack, operator walkway, grating and railing replacement, grading, riprap, dewatering, and restoration. Add Alternate No. 1 covers an upstream parapet/floodwall with sheet piling, and Add Alternate No. 2 covers auxiliary spillway rehabilitation. Work falls under EGLE Water Resources Protection Permit WRP046120 v1.1, which requires licensed professional engineer supervision, EGLE Dam Safety notification five days before construction, and drawdown limited to 0.5 vertical feet per 24 hours between April 1 and October 1. Water work is restricted from March 1 to June 30, and Addendum 1 prohibits drawdown below winter pool elevation. Specifications prohibit "or equal" substitutions for items named in Section 00440. Bid security of 5% is required, bids must remain open 90 days, and bid prices must include sales and use taxes, tariffs, and permit costs. The project is funded through ARPA Dam and Culvert Improvements funding. Place of performance is Hadley and Metamora Townships in Lapeer County, Michigan.
The source does not state a contract value or term. Award goes to the lowest responsive, responsible bidder after the apparent low bidder submits qualification submittals within specified timeframes. GEI Consultants of Michigan, PC, of Lansing administers the contract, and questions go to Isaac MacMillan at imacmillan@geiconsultants.com. Addendum 1, issued November 2, 2026, designates the south-edge parking lot as a staging area and requires bidders to acknowledge the addendum, with failure risking bid rejection. Bids are submitted through SIGMA VSS, limited to two attachments under 25 MB each. The project carries NIGP codes 90976, 91200, 91240, 91244, 98814, 98826, and 98832.
