About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is requesting proposals for professional architectural and engineering services to conduct historic building assessment, condition analysis, and design for furnace stack stabilization and restoration at Fayette Historic State Park in Delta County, Michigan, with proposals due June 18, 2026, at 2:00 p.m. Eastern and a mandatory pre-proposal meeting on June 5, 2026, at 10:30 a.m. Eastern. Proposing firms must be Michigan-based businesses and hold a valid Michigan professional license with a qualified Historic Architect meeting 36 CFR 61 standards.

The scope encompasses Phase 100 (Historic Building Condition Assessment and Needs Assessment), Phase 300 (Schematic Design), and Phase 400 (Preliminary Design), with budgetary estimates provided for Phases 500 (Final Design), 600 (Construction Administration Office Services), and 700 (Construction Administration Field Services). Deliverables include detailed condition assessment, design documents at 30%, 50%, 90%, and 100% completion stages, and repairs addressing failed and deteriorated masonry of the historic furnace stacks compliant with the Secretary of the Interior's Standards for Historic Rehabilitation and the Michigan Rehabilitation Code for Existing Buildings. The consultant team must include personnel experienced in stone and masonry repair and restoration. Existing documentation—as-built plans, a 2013 structural assessment report, and masonry specifications from prior repairs—are available for reference.

Proposals are evaluated 80% on technical merit (Part I) and 20% on cost (Part II), with award recommendation expected within thirty days. Compensation is structured as billable-rate proposals on a not-to-exceed fee basis. Reimbursable expenses include site surveys, soil borings, laboratory testing, printing, and travel at Michigan state rates for distances exceeding 100 miles one-way from the firm's office, with markup capped at 5%. Written questions are due June 11, 2026, at 2:00 p.m. Eastern to Michael Lusk at luskm@michigan.gov. Proposals must be submitted via the SIGMA VSS portal. Addendum 1 to the original solicitation was posted June 15, 2026.
