About this file

This is an Addendum 1 to a contract solicitation issued by the Michigan Department of Natural Resources for restoration work at Fayette Historic State Park. The addendum modifies the original solicitation 751/26158.JBB regarding furnace stack stabilization and restoration at the historic site. The addendum provides clarifications, modifications, and additional requirements to the original scope of work, including updates to specifications, technical requirements, and project conditions that bidders must incorporate into their proposals. The document establishes revised submission requirements and timelines for contractors responding to this preservation project.

The addendum addresses specific technical modifications, material specifications, and construction methodologies related to the furnace stack work that supersede or supplement the original contract documents. It ensures all prospective bidders have consistent and updated information for bid preparation, establishing a level playing field for competition. As an addendum document, it serves as a binding modification to the base solicitation and must be acknowledged by all bidders as part of their proposal submission to demonstrate compliance with the complete and current contract requirements for this Michigan state historic preservation project.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

1. Pre-Proposal Meeting Attendance Record

2. Pre-Proposal Meeting Agenda

Questions asked via email:

Q1. Regarding Item 4.C, would equipment rentals be considered a field service to include as a reimbursable expense, or would that be something that you guys would contract directly?

A1. Equipment rentals needed for assessment of the facility would fall under field service reimbursables. The MDNR will not be providing equipment or other resources to directly aid the selected PSC in assessment or design.

Q2. Verifying that whatever subs might be needed (i.e. documentation assistance) should be included in the proposal, correct?

A2. Correct. Any personnel that would be needed to help with assessment and subsequent design should be included in the proposal.

Q3. (Relates to Q1) Onsite discussion relayed information about a possible use of a personnel lift at the facility. Will we be able to use that personnel lift? And, if so, can we review the specs on the equipment?

A3. See Answer 1. In addition to that information, the onsite lift is not capable of reaching high enough to assess the entire height of the stacks. Please include all necessary equipment for inspection and assessment in the proposal.

Q4. Will the awarded professional service consultant, subconsultants, contractors and others involved in this phase be precluded from working on future phases of design and construction/ repairs for the stacks?

A4. No. The PSC that performs the assessment and preliminary design could also potentially provide final design and construction oversight phases, if selected during that process.

Q5. Is the interior of the stacks accessible through at least one iron gate at each chimney (e.g. existing panel with hinges) or is removal required for access?

A5. Yes, the interior of the stacks are accessible through at least one point of entry.

Q6. Do additional reports, historic photographs, or test results exist for the stack structures, and if so, will these be made available prior to the start of work?

A6. Yes. There is some historic information available, in paper copy, and can be provided prior to the start of work.

Q7. Is an archaeology review required for any digs? If so, will the State or Park provide that review?

A7. Yes. A UP-archaeology staffer would be available to monitor the digs.

Q8. The RFP states Professional firms must attach a signed Certification of a Michigan Based Business and the Responsibility Certification forms." However, it does not explicitly state that the professional firm must be a certified Michigan based business to qualify. Please clarify if those not certified as a Michigan-based business will be considered for this work.

A8. The PSC must be licensed to operate in a professional capacity in Michigan, for the scope of work requested. As far as being a Michigan Based Business, that can be factored into the basis of selection but is not a requirement in and of itself to be awarded a contract.

Questions asked at mandatory walk-through:

Q1. Will the state be doing any temp removal of birds or cleaning of guano/bird droppings prior to site investigation and assessment activities?

A1. Yes and No. Temporary pigeon removal will be performed by the agency prior to assessment activities.

Any specific equipment and operation deemed essential for safety during the assessment phase, for removal of animal waste, shall be included as a reimbursable expense. Please list this cost as a separate add/deduct alternate.

Q2. Are there any digital files available that include history of the site and adjacent buildings?

A2. No, digital files are not available. As mentioned above in Email Question 6, there are some existing paper documents available.
