About this opportunity
The State of Michigan, through the Department of Technology, Management and Budget (DTMB), Design and Construction Division, in partnership with the Department of Natural Resources (DNR), is soliciting proposals for comprehensive professional engineering and design services for safety repairs at Shiawassee Dam No. 1819, located at the Shiawassee River State Game Area in St. Charles, Michigan. This Request for Proposals (RFP) seeks qualified professionals to provide site/civil engineering, surveying, dam evaluation, environmental permitting, project management, and construction administration services across multiple phases, with initial work encompassing Phase 100 (Study), Phase 300 (Schematic Design), Phase 500 (Final Design), Phase 600 (Construction Administration-Office Services), and Phase 700 (Construction Administration-Field Services). The scope of work addresses priority deficiencies identified in the January 2024 Michigan Department of Environment, Great Lakes, and Energy (EGLE) Dam Safety Inspection Report, including structural review of bridges over the Principal and Auxiliary spillways, emergency spillway survey and evaluation, assessment of embankment slope issues, replacement of outlets #2 and #3 conduits, improvements to Principal, Auxiliary, and Emergency spillways, erosion control and stabilization measures, and review and updating of the dam operations and maintenance plan. Deliverables include schematic design documents, final design specifications and construction documents, EGLE permit applications with an allowance of $1,500 for permitting fees, budgetary opinions of probable costs for phases 500-700, and full construction administration support. Qualified proposers must demonstrate experience in planning and executing similar infrastructure and dam safety projects in compliance with applicable federal regulations from EPA, OSHA, and DOT, as well as state regulations from the Department of Commerce and Human Resources, EGLE, DNR, and Michigan OSHA. The RFP evaluation will utilize an 80 percent technical (Part I) and 20 percent cost (Part II) scoring methodology by an Ad Hoc Advisory Committee, with compensation structured on a not-to-exceed billable hourly rate basis ranging from $35-$41 per hour for technical support to $100-$116 per hour for principals and project managers, plus reimbursable expenses for surveys, soil borings, laboratory testing, and travel at State of Michigan mileage rates for distances exceeding 100 miles from the firm's office. A mandatory pre-proposal meeting and site observation tour is scheduled for March 24, 2026 at 1:00 p.m. at the St. Charles Wildlife Division Office; written questions must be submitted by March 26, 2026 at 1:00 p.m.; and proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS) by April 9, 2026 at 2:00 p.m. Eastern Time, with contract award recommendation expected within thirty days following the proposal due date and a desired work schedule of Spring 2026 for Phase 100/300 and Summer 2026 for Phase 500.
The RFP requires all proposers to submit signed Certification of Michigan Based Business and Responsibility Certification forms; however, no specific set-asides or restrictions limiting responses to disadvantaged enterprises or particular organizational types are identified in the solicitation documents. The state reserves the right to reject any or all proposals and has not identified any incumbent vendors or current contractors in the provided documentation. Existing infrastructure requiring integration includes the 1964 Shiawassee Flats Dam (Dam ID No. 1819), a 15,000-foot embankment structure with a structural height of 12 feet that impounds approximately 1,600 acres and features radial gates, sluice gate outlets, and spillway systems; historical engineering drawings from the 1950s-1960s have been provided as reference materials for understanding original design specifications. A comprehensive geotechnical report from 2013 addressing the Seven Tubes WLCS replacement project and a 2009 Dam Undermining Investigation Report with preliminary erosion control cost estimates ranging from $210,000 to $1,098,000 are available as supporting documents. No specific total award value or budget ceiling is disclosed in the solicitation; however, historical preliminary design estimates suggest construction costs may range substantially depending on selected alternatives and scope of final design recommendations, with the contract structured as a not-to-exceed professional services engagement on a billable-rate basis where total compensation depends on actual hours expended across all contract phases plus approved reimbursable expenses and the 5 percent allowable mark-up on consultant services.
