About this file
This document comprises a Dam Safety Inspection Report and associated Joint Permit Application submitted to the Michigan Department of Environmental Quality (MDEQ) and U.S. Army Corps of Engineers (USACE) by the Michigan Department of Natural Resources (MDNR) for emergency repairs to the Shiawassee Flats Dam (Dam ID 1819) located in Saginaw County, Michigan. The inspection, conducted on March 24, 2008, and completed on April 2, 2008, by licensed professional engineer Paul T. Wessel, identified significant erosion issues on the stream banks immediately downstream of the radial gate structure that required remedial action. The project scope involves placing approximately 285 cubic yards of MDOT 8"x16" riprap into a scour hole adjacent and upstream of the radial gates to prevent undercutting and potential failure of the control structure. The riprap will be filled to an elevation 2 feet lower than the river bottom across dimensions of 80 feet in length and 40 feet in width with a maximum depth of 5 feet. The proposed project activity timeline indicated an August 15, 2009 commencement date with a September 15, 2009 completion date. The dam, consisting of a 15,000-foot long earthen embankment with a structural height of 12 feet, creates a wildlife flooding area of approximately 1,600 acres and is classified as low hazard potential.
The riprap material will be sourced commercially and placed waterward of the ordinary high watermark without filter fabric. The project was authorized under the joint permit application process requiring approvals from both MDEQ's Land and Water Management Division and USACE. The applicant, identified as the Michigan DNR Wildlife Division through contact Arnold Karr at the St. Charles Field Office (225 East Spruce Street, St. Charles, Michigan 48655), engaged the services of licensed professional engineer Jerry J. Powell of Williams and Works, Inc. in Grand Rapids, Michigan to support the application. The inspection report's recommendations prioritized the erosion investigation and remediation by December 31, 2008, with implementation of appropriate measures by December 31, 2009, while also recommending continued monitoring of seepage through previously filled corrugated metal pipes, annual embankment mowing, and periodic review and updating of the Operation and Maintenance plan. No emergency action plan was required given the low hazard potential classification.

INTRODUCTION
The purpose of this inspection is to evaluate the structural condition and hydraulic capacity of this dam as required by Part 315, Dam Safety, of the Natural Resources and Environmental Protection Act, 1994 PA 451. This inspection was conducted by the Michigan Department of Environmental Quality (MDEQ) per the provisions of its Memorandum of Understanding with the Michigan Department of Natural Resources (MDNR), the owner of the dam, entitled “Inspection of MDNR-Owned Dams and Funding of MDEQ's Dam Safety Program.”
The report is limited to a discussion of observations based on a visual investigation and review of any previous inspection reports, plans, and data which are available. This report should not be considered an in-depth engineering investigation.
All references to “right” and “left” in this report are based on the observer facing downstream.
CONCLUSIONS AND RECOMMENDATIONS
The Shiawassee Flats Dam is in good condition. Based upon observations at the time of the inspection, there were no apparent structural deficiencies that may lead to the immediate failure of the dam. The dam has adequate spillway capacity to pass the design flood. The following recommended actions are listed by priority.
1. Further investigate the erosion problem on the stream banks just downstream of radial gate structure by December 31, 2008. On the basis of this study, install appropriate measures by December 31, 2009.
2. Continue to monitor seepage through the filled corrugated metal pipes of the Seven Tubes Structure on a regular basis.
3. Continue to mow embankments on an annual basis.
4. Review and update the Operation and Maintenance (O&M) plan as needed, providing a copy to the Dam Safety Program staff.
The low hazard potential rating for the dam remains appropriate.
PROJECT INFORMATION
The original construction date of the dikes at the Shiawassee Flats Dam is not known.
Improvements, including the installation of the Seven Tubes Structure, were completed based upon plans prepared in 1963. The dual radial gates were installed in 1977. The dam is located in the Shiawassee River State Game Area and maintained by the Wildlife Division personnel. The dam consists of a 15,000-foot long earthen embankment with a structural height of 12 feet, a normal head of approximately 8 feet, and creates a wildlife flooding with an estimated surface area of approximately 1,600 acres. The embankment has an approximate crest width of 12 feet and approximate upstream and downstream slopes of 2 horizontal to 1 vertical. The principal spillway for the dam consists of a radial gate structure with two 20-foot radial gates (Radial Gate Structure). Impoundment levels were formerly controlled by a stoplog controlled overflow weir structure outletting to seven 36-inch corrugated metal pipes (CMP) (Seven Tubes Structure). The overflow weir was removed and the CMPs filled with flowable fill in 2001, based upon concerns over the condition of the riser frame support and the corrugated metal outlet pipes. A 900-foot length of lowered embankment located between the Radial Gate Structure and the former Seven Tubes Structure serves as an auxiliary spillway during high streamflow conditions. Impoundment levels are controlled by the operation of the radial gates.
SITE INVESTIGATION
The following discussion of the physical condition of the dam and appurtenances is based on observations and photographs obtained on the date of the inspection.
The overall condition of the earthen embankments is good. As seen in Photographs 1 and 2, the crest of the embankment serves as a two-track access road, with grass cover present between the wheel lanes. Several small areas of settlement were observed on the crest, as seen in Photographs 3 and 4. The small settled areas may be due to burrowing animals. The depressions should be filled with soil similar to that found on the embankment by August 1, 2008.
As seen in Photographs 1 and 2, the upstream embankment face is in good condition, with mostly high grass and weedy growth present on the upstream embankment face.
Very little brushy growth is present on the upstream embankment. The downstream embankment is in similar condition to the upstream embankment, as seen in Photographs 5 and 6.
Brushy growth makes observation of potential deficiencies with the dam, such as animal burrows, sloughing, or seepage, more difficult. The brushy growth should be removed from the embankment. All additional animal burrows observed should be filled with soil similar to the existing embankment fill.
The dimensions of the auxiliary spillway, located on the earth embankment between the Radial Gate Structure and the Seven Tubes Structure, do not conform to the 1963 dam improvement plans. However, the embankment is well vegetated, as seen in Photographs 7 and 8, and does provide the necessary spillway capacity.
The Radial Gate Structure, shown in Photographs 9 through 14, is generally in good condition. Minor efflorescence is visible upon the abutment walls, as seen in Photographs 14 through 16, and should be monitored. No significant cracking of the abutment walls was observed. The gates are operated on a frequent basis to maintain desired water levels in the flooding, and no problems were reported with their operation.
At the time of the inspection, the gates were fixed in the raised position through the placement of tubular steel supports, as seen in Photograph 14.
Erosion remains evident on both banks of the outlet channel from the radial gates, as seen in Photographs 15 through 18.
This erosion appears to be the result of high velocity releases and eddying from operation of the radial gates. Additional protection of the channel banks should be studied by December 2008. Based on this study, repairs should be implemented by December 31,2009. The use of an articulated concrete block revetment system is one option which may provide the necessary stability and long term durability.
The reduction of velocities exiting the radial gates may also reduce the erosion potential downstream of the spillway. Energy dissipation structures such as baffle blocks or heavy riprap could be installed in the channel downstream of the dam to reduce the velocity of the discharge.
The Seven Tubes Structure formerly consisted of a horseshoe-shaped concrete weir outletting to seven 36-inch CMPs. The walkway to the weir and the stoplogs in the weir were in poor condition at the time of the 1998 inspection. Based upon the deteriorated condition of the structure, it was determined that removal of the weir and the six bays of timber stoplogs, along with filling the CMPs with flowable fill, was the most effective way to address these deficiencies. This work was completed in 2001, as authorized by Permit 01-73-0057-P.
Minor seepage has been previously noted occurring through several of the previously filled CMPs. At the time of this inspection, the pipe outlets were submerged, and the downstream pool was covered with a thin layer of ice. This made observation of the pipes impossible. The pipes should continue to be monitored for seepage on a regular basis, as described in the O&M Plan.
STRUCTURAL STABILITY
Based upon observations during the inspection, there were no indicators of any conditions that endanger dam stability.
HYDROLOGY AND HYDRAULICS
The contributing drainage area to the Shiawassee River at the dam is approximately 626 square miles. The design discharge for this dam is the 1 percent chance (100-year) flood discharge of 9,300 cubic feet per second (cfs). The actual spillway capacity of the dam is highly dependent upon tailwater conditions. As shown on the Saginaw County Flood Insurance Study, the 100-year floodplain elevation in the vicinity of the dam is 593.9 feet, which would result in at least 1.5 feet of embankment submergence. Given the long crest width being overtopped and minimal head differential between headwater and tailwater, the overtopping velocity is not expected to become severe enough to cause failure of the dam. Additional spillway capacity is not required.
OPERATION AND MAINTENANCE
A written O&M plan, outlining procedures for upkeep and operation of the dam, has been prepared for the dam. This plan should be periodically reviewed and updated to reflect changes in operation and maintenance procedures.
EMERGENCY ACTION PLAN
An emergency action plan (EAP) does not exist for the dam. Due to the low hazard potential rating for this dam, an EAP is not required.
