About this file
This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for professional engineering services related to safety repairs at the Shiawassee Dam No. 1819 located at the Shiawassee River State Game Area in St. Charles, Michigan. The project (File Number 751/26149.CTS) involves a phased approach to dam safety improvements, with the initial scope encompassing phases 100 and 300, with remaining phases to be completed under separate contracts or modifications. The proposal due date has been extended to April 9, 2026 at 2:00 p.m., and a pre-proposal sign-in sheet has been provided to interested proposers.
The scope of work requires proposers to address priority items identified in the EGLE inspection report, including structural review of bridges over the Principal and Auxiliary spillways, emergency spillway survey and evaluation, and assessment of embankment steep slope issues. Phase 300 services must include review and updating of the dam operations and maintenance plan. Proposers are required to submit estimated fees for phases 500, 600, and 700 for budgetary purposes, assuming final design scope will include replacement of outlets #2 and #3 conduits and improvements to the Principal, Auxiliary, and Emergency spillways. Geotechnical investigation is anticipated to be phased, with a 2013 SME geotechnical report provided as reference material. A LARA permit is not anticipated for any improvements, and the project director is Chris Schanbeck.

PROJECT DIRECTOR

PROPOSAL DUE DATE:
April 9, 2026
ADDENDUM ITEMS:
1. The proposal due date is extended 1-week to April 9, 2026 at 2:00pm.
2. The pre-proposal sign-in sheet is attached.
3. As discussed, the expected extent of the initial work will be for phases 100 and 300 with the remaining phases to be completed at a later date under a separate contract or modification. Where practical, the expectation would be to include sufficient direction and specifications in the study and or schematic documents to allow the facility to permit and complete earthwork related repairs in the near term. Review and updating the dam O&M plan shall also be included as part of the phase 300 services. However, for budgetary purposes it is requested to include estimated fees for phases 500, 600 and 700 assuming the main final design scope will include replacement of outlets #2 & #3 conduits along with some improvements to the Principal, Auxiliary and Emergency spillway.
4. Priority scope items are those noted in the EGLE inspection report as requiring action of an Engineer to address. The following are some additional specific items discussed that shall be incorporated:
• Structural review of the bridges over the Principal and Auxiliary spillways.
• Emergency Spillway survey and evaluation for potential grading and operational improvements.
• Embankment Steep Slope issues may be a concern in multiple locations. It is expected that the PSC will determine a reasonable approach to address including any coordination with EGLE dam safety. Any follow-up extensive identification, surveying and correction measures should be included under phase 500 services.
5. As discussed, it’s assumed that the embankments were constructed using local material from nearby ditch/swale excavations. Attached is the 2013 SME geotechnical report for the Auxiliary Spillway replacement for reference. The recommended extent of geotechnical investigation deemed necessary may be phased with additional borings done after phase 300.
6. A LARA permit is not anticipated for any of the improvements to the dam.
