About this file

This Project Statement pertains to professional consulting services requested by the Michigan Department of Natural Resources, Wildlife Division, in partnership with the Department of Technology, Management and Budget (DTMB), Design and Construction Division, for engineering and design work on repairs to Shiawassee Dam No. 1819 located at the Shiawassee River State Game Area in St. Charles, Michigan. The project requires comprehensive consulting services encompassing site/civil engineering, surveying, dam evaluation, EGLE permitting, project management, and construction administration across multiple phases. A mandatory pre-proposal meeting and site observation tour will be held on March 24, 2026, at 1:00 p.m. local time at the St. Charles Wildlife Division Office. Proposals are due on April 2, 2026, at 2:00 p.m. and must be submitted electronically through SIGMA VSS as a single attachment not exceeding 25 MB. The desired work schedule includes Phase 100/300 (Study and Schematic Design) in Spring 2026 and Phase 500 (Final Design, permitting, and construction readiness) in Summer 2026, with Phases 600 and 700 (Construction Administration) to be contracted at a later date. Questions regarding the solicitation must be emailed to Chris Schanbeck at schanbeckc@michigan.gov no later than 1:00 p.m. on March 26, 2026.

The RFP uses a standard not-to-exceed fee, billable-rate structure with proposals evaluated on an 80% technical and 20% cost basis. Consultants must provide detailed breakdowns of hours and rates, subcontractor costs, and reimbursable expenses, with the combination of all phases and reimbursables comprising the maximum not-to-exceed cost. The Phase 500 reimbursables must include an EGLE permitting fee allowance of $1,500. Proposals should include an initial budgetary opinion of probable cost and address known priorities including outlet conduit inspections (Triangle Tube and 40s Tube), Principal Spillway maintenance, and earthen embankment slope repairs. The project is supported by existing reference documents including the 2024 EGLE inspection report, historical drawings, and an operations and maintenance plan on file with EGLE Dam Safety. All work must comply with applicable federal regulations administered by EPA, OSHA, and DOT, as well as state regulations from DCH, EGLE, DNR, and MIOSHA.

PROJECT NAME AND LOCATION

Shiawassee River State Game Area, Shiawassee Dam No. 1819, EGLE Safety Repairs

GENERAL

A. Requests for Proposals – Standard Not-to-Exceed Fee, Billable-Rate RFP (DTMB-0430), with part I technical portion and part II cost portion. References ‘DTMB Contract for Professional Services: Billing Rate – Not to Exceed’ that will be executed with the selected firm. Professional Service Consultant (PSC) proposals will be evaluated by an Ad Hoc Advisory Committee based on a combined scoring ratio of 80% of the Technical portion and 20% of the Cost portion.

1. Section II, Part I Technical – Preferrable for proposal information to be provided in the order of items 1 through 6 demonstrating your team’s understanding of the Project, proposed work plan with schedule and related experience in the successful planning and execution of similar projects. General marketing documentation is not desired. For Budget Analysis item II-5, include an initial budgetary opinion of probable cost for the project.

2. Section II, Part II Cost – The Part II Cost proposal is evaluated based on the PSC’s effort proposed for the project and the total fee. The combination of all phases and reimbursables shall be the PSC’s maximum not-to-exceed cost for all services. See RFP Section III-2-A, B, C for sample tables. The Phase Summary format shown in Section III-2-D should include consultant fees and reimbursable expenses listed in the appropriate phase with a total at the bottom. Use proposed phases requested.

a. Detailed breakdown of hours & rates, subcontractors, reimbursable (hours should be billed in increments of not less than 1/2-hour)

b. Efficient use of proper level of staffing proportional to the task complexity. Limit administrative staff categories.

c. Include the following under Phase 500 reimbursables: EGLE permitting fee allowance, $1,500.

BACKGROUND/EXISTING CONDITIONS

Shiawassee River State Game Area (SRSGA) consists of roughly 10,000 acres of managed waterfowl habitat.

Additional facility information can be found on various DNR websites, Shiawassee River State Game Area.

The project focus is to address deficiencies of Dam No. 1819. The primary issues are identified in the 2024 EGLE inspection report as well as any items found during the Phase 100 evaluation. The issues noted as requiring an engineer are top priority. The DNR has resources and has performed similar normal maintenance work in the past at the SRSGA including EGLE permitting. Depending on the final scope the DNR may complete the repairs or portions of them.

The following are known priorities to be addressed:

1. Outlet #2 conduit also referred to at the ‘Triangle Tube’ is routinely utilized for flowing water to the east.

Believed to be an original installation with current condition not well known.

2. Outlet #3 conduit also referred to at the ‘40s Tube’ is routinely utilized for flowing water to the east.

Believed to be an original installation with current condition not well known.

3. The Principal Spillway also known as the ‘Radial Arm Gate’, was installed around 1977 and is in need of maintenance. Note that the Auxiliary Spillway also known as the ‘Tilting Wier Gate’, was installed around 2013 and is used as the main means of water level control.

4. Earthen embankment steep slope areas. Note that the final overall dam length may vary as differs between EGLE report and Dam Inventory. Assuming areas under 6 feet in height are not regulated and would not be included in the scope. Also, worth noting that seasonal water levels vary which may drive best times for investigation and construction. The 2013 Hydraulic Report details the water variations.

SCOPE/TECHNICAL

Consulting services shall include all necessary investigation, design and engineering by all applicable disciplines to complete the scope:

• Site/civil: surveying, grading, dam evaluation (overtopping, seepage, slope stability, structural, etc.), EGLE permitting, soil erosion and sedimentation control, soil borings as deemed necessary, etc.

• Project Management: Cost Estimates, Project Coordination/Phasing/Scheduling, QA/QC, meetings typically at least twice a month, Const Administration (RFI Support, Submittal Review, Site Visits for verification and final punch out, As-builts incorporating contractor redlined drawings, submission of AutoCAD files and shapefiles for use with ARCGIS)

Include itemized reimbursables (allowance amount where necessary) for additional subcontracted services:

survey, special inspections, Geotech, etc. Soil compaction shall be included with construction administration, phase 700.

Planned Phases:

The Phase 100 Study is expected to be relatively short in reviewing and extending from the EGLE report to better define the extent of necessary repair work. The study is expected to include some detailed investigation of the outlet conduits using camera inspections or similar methods. Some investigation of scour erosion at control structures shall be included in the scope.

Phase 300, Schematic Design, is expected to further develop repairs at areas of concern. Anticipated will include topographic surveying as deemed necessary to develop repair plans with reviews at 50% and 100%.

Phase 500 scope shall complete final design plans and specifications for necessary repairs including EGLE permitting (Dam, floodplain, wetlands, inland lakes and streams, etc.) with reviews at 50% and 100%.

Depending on the final scope portions of the construction that the DNR does not wish to complete with their own resources shall be bid out. Review and update the O&M plan for the facility staff to perform ongoing monitoring, operations and maintenance.

Phases 600 & 700 construction administration services shall cover oversight of anticipated repairs based on the EGLE report. These fees are requested to give the DNR an initial estimate of overall costs but are expected to be updated and contracted at a later date when the final scope is better understood.
