About this opportunity
Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division is requesting bids for the Winchester Dam Rehabilitation project in Mecosta County under IFB 751/24256.DPL, with bids due August 19, 2026 at 2:00 p.m. Eastern time. A 10% Service Disabled Veteran Owned Business (SDVOB) pricing preference applies under Public Act 91 of 2005; to claim the preference, bidders must submit documentation proving 51% or more ownership by one or more veterans with service-connected disability (DD214, proof of disability, and proof of ownership) with the bid, as the state does not pre-certify SDVOBs or accept federal verification databases.
The scope includes primary spillway concrete repairs, stoplog and locking mechanism rehabilitation, auxiliary spillway reconstruction, embankment improvements with riprap and filter blankets, installation of high-density polyethylene pipe linings for inlet and outlet structures, trash racks, operator walkway, riprap-lined stilling basin, erosion and sediment controls, and site restoration. The dam is located on Martiny Lake in the West Branch Chippewa River watershed at 4754 Harding Road, Barryton, Michigan. Contractors must comply with Michigan Department of Environment, Great Lakes and Energy (EGLE) regulations, prevailing wage requirements for Mecosta County, Michigan-licensed professional engineer sealing for work exceeding 200 pounds per square foot surcharge load limits, subsurface utility coordination via 811 Miss-Dig One Call, and comprehensive work plans with sequence of construction. Bids require 5% bid security (certified check, money order, or bid bond), State Project Registration proof, and acknowledgment of all four addenda (issued August 5, 7, 10, and 13, 2026) on the Bid Summary and Bid Form; failure to acknowledge may result in bid rejection.
The mandatory pre-bid conference and site tour occur August 6, 2026 at 11:00 a.m. at Winchester Boat Launch parking lot. Questions are due August 12, 2026 at 2:00 p.m. Eastern time to Morgan Carden at GEI Consultants (mcarden@geiconsultants.com, 269-569-1925). Bidder interviews follow bid opening on August 20, 2026. Bids must remain valid for 90 days. The project must encumber construction funding before the end of 2026 to meet supplemental state appropriation board meeting deadlines.
