About this file
This Construction Bid Addendum No. 4 is issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division for the Mecosta County SGA Dams Winchester Dam Rehabilitation project located at 4754 Harding Road, Barryton, Michigan. The addendum addresses clarifications and modifications to bidding documents and was issued on August 13, 2026, with a bid opening date of August 19, 2026. Bidder interviews will occur on Thursday, August 20, 2026. The addendum includes responses to ten technical questions submitted by bidders regarding specifications, drawings, and project requirements. Key clarifications include confirmation that items with zero quantities are unit prices only; "AC" refers to acres for site restoration; all riprap shall be MDOT heavy grade; perforated drain pipe shall be 8-inch diameter; and auxiliary spillway rebar shall be uncoated. The stem walls for the weir are two-sided with an updated pay item quantity of 155 cubic yards. Two bidders requested bid extensions of 2-4 weeks and 4 business days respectively, citing timing constraints for subcontractors and a sole-sourced contractor (Mark Hickey) requiring additional estimation time; however, both extension requests were denied due to state add board meeting deadlines and the requirement to encumber construction funding before the end of 2026.
The addendum does not contain detailed pricing information, set asides, incumbent information, or specific funding amounts and sources within this document. However, it emphasizes that construction funding must be encumbered before the end of 2026 to meet supplemental state appropriation board meeting requirements. All bidders are required to acknowledge receipt of this addendum on their Bid Summary form and Bid Form, with failure to acknowledge potentially resulting in bid rejection. The addendum clarifies that all revisions include necessary labor, materials, and methods required for complete project performance and become part of the contract documents with the same force and effect as if originally incorporated.

0014 General N/A Brett Fales - Fisher I am requesting an official extension on the Winchester Dam project RFP. Looking for at least 2-4 weeks.
Due to timing to meet the supplemental state add board meeting an extension cannot be granted. Construction funding needs to be encumbered before the end of 2026.
0015 Specifications Brett Fales - Fisher There are several items on the bid form with a “0” quantity. Are these items strictly just unit prices?
Yes.
0016 Specifications Brett Fales - Fisher “AC” is listed as a unit on the bid form for “Site Restoration” , confirm this is an abbreviation for Acre?
Yes.
0017 Drawings Brett Fales - Fisher
C-100 shows MDOT Heavy Rip Rap both upstream on the embankment, and directly downstream of the spillway, not including the proposed Auxiliary
Spillway. Sheet C-300 shows the same areas downstream as MDOT Plain. Please clarify which Rip Rap is correct for embankments and for the auxiliary spillway.
Assume all riprap is MDOT heavy.
0018 Drawings Brett Fales - Fisher C-100 mentions 6” DIA perforated HDPE, but subdrainage details on C-210 show
8” DIA. Which is correct for pay item “Perforated Drain Pipe”.
8-inch diameter.
0019 Specifications Brett Fales - Fisher What material is to be utilized for “coarse drainage stone” MDOT 29A.
0020 Specifications Brett Fales - Fisher Subdrainage specification mentions backflow prevention, will this be required for the proposed toe drain?
Assume one backflow preventer on each toe drain.

We have been working on the estimate for the Winchester Dam Rehab project, and after several interactions with the potential earthwork contractors, they have requested more time to pull together their bids. Mark Hickey, the sole-sourced and specified contractor for the stoplog reshaping/sealing/locking scope of work, also has expressed needing additional time to complete his estimate for the general contractors. Would it be possible to issue a bid extension of (4) business days to
August 25th?
Drawings/specifications for the exisiting aluminum stoplogs are not available at this time.
Due to timing to meet the supplemental state add board meeting an extension cannot be granted. Construction funding needs to be encumbered before the end of 2026.

Conflicting info on Reinforcment. One note says Epoxy Coated. The other note says Wall and Slab dowels to be uncoated. Does this mean the wall dowel verts for the stem walls for the weir are plain and the rest is epoxy coated?
All auxillary spillways rebar shall be uncoated.

Do the stem walls go all the way around the 4 sides of the weir or is it 2 sided?
They pay item of 67 Cyds for that portion isn’t matching up to anything for that matter.
2 sided. Update pay item qnty to 155 cy.
