About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division is procuring competitive bid services for the Onaway State Park Hillside Stone Building Roof Restoration Project located in Presque Isle County, Michigan. The scope of work involves the complete removal of existing wood shingle roofing, inspection and repair of wood decking as required, installation of new 5/8" CDX plywood sheathing with an additional 1/8" CDX plywood layer to create a 1 1/8" nail base, installation of Cedar Breather underlayment, cedar edge boards (1 1/8" thick x 3" wide), and new cedar wood shingles installed in a staggered shingle pattern with 5-inch and 7-inch exposure on this historic late 1920s stone and log building that will be repurposed as a mini-cabin for park visitors. A mandatory pre-bid conference and site walkthrough inspection occurred on August 16, 2024, at 10:00 a.m. Eastern Time at the project site. Written questions regarding the project must be submitted by email to Ken Czapski at ken@sanders-czapski.com no later than 5:00 p.m. Eastern Time on Wednesday, August 21, 2024. Sealed bids must be submitted electronically through the SIGMA VSS online portal (https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService) by Wednesday, August 28, 2024, at 2:00 p.m. Eastern Time, with a maximum of two attachments each under 6 MB in size. The contract period extends from October 16, 2024, through May 22, 2025, with substantial completion targeted for May 8, 2025, and final completion by May 22, 2025, with liquidated damages of $300 per calendar day assessed for delays beyond the substantial completion date. Evaluation will be based on best value considering both price and qualitative components, and all apparent low bidders must submit post-bid documentation including experience modification rating, project superintendent qualifications, references for three similar projects completed within the past three years, and a list of nominated subcontractors within two business days of request.
This procurement includes a 10 percent price preference for Qualified Disabled Veteran (QDV) certified bidders, who must submit optional documentation including a DD214, proof of 51 percent ownership, and proof of service-connected disability. A 5 percent bid guarantee is required in the form of a certified check, money order, or bid bond, and performance and payment bonds are required for contracts exceeding $50,000. The project is subject to Michigan prevailing wage requirements and Davis-Bacon wage compliance if applicable. Bidders must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 minimum), Workers' Compensation, Employer's Liability ($1,000,000 per accident), Pollution Liability ($1,000,000 per occurrence), and Builder's Risk Insurance covering 100 percent of actual cash replacement value, with the State listed as an additional insured. The bid documents include a provisional contingency allowance of $15,000 for unforeseen conditions, and bidders must provide unit prices for contingent change order work related to replacement of existing wood sheathing boards. No incumbent vendor or budget range is specified in the available documentation, though the $15,000 contingency allowance and the requirement for performance bonds on contracts exceeding $50,000 suggest a project value potentially in the range of $100,000 or greater. Work cannot commence until after the Fall Harvest Fest on September 27-28, 2024, and the contractor bears full responsibility for snow plowing and removal operations required for winter construction activities, with contractor access to two campsites immediately west of the building for staging and a vault toilet facility east of the building.
