About this opportunity
The Michigan Department of Technology, Management & Budget (DTMB) is procuring structural repair services for the Historic Mill Creek Visitor Center located at 9001 W. US-23 in Mackinaw City, Michigan, in partnership with Mackinaw Island State Park and Cass County. This construction contract requires comprehensive structural and architectural repairs addressing decay and insect damage, including bowed wall repairs at the main building's north exterior wall, replacement of damaged 4x6 rafters at the bathroom building, truss end repairs, fascia replacement, and new pressure-treated tongue-and-groove roof decking installation across multiple buildings. The contractor must provide all labor, materials, equipment, and supervision to complete the work in compliance with the 2015 Michigan Rehabilitation Code and ASCE/SEI 7-10 standards, with materials and finishes matching existing conditions. Key deliverables include detailed site-specific work such as wall shoring and anchor rod installation, rafter replacement utilizing Spruce-Pine-Fir No. 2 and pressure-treated materials, removal and replacement of roof decking at the restroom and pavilion buildings, and provision of temporary facilities including toilet facilities, waste removal, shoring systems, and weather protection. The project requires bidders to submit responses electronically via the SIGMA VSS portal by November 26, 2025, at 2:00 p.m. Eastern time, with a mandatory prebid conference and site inspection held on November 19, 2025, at 11:00 a.m. at the project location; questions must be submitted by November 20, 2025, at 3:00 p.m. Eastern to Tracie Williams at tracie.williams@ohm-advisors.com. Contract time is 45 calendar days from Notice to Proceed, with liquidated damages of $1,000 per calendar day for delays, and evaluation will be based on best value considering price and qualitative factors including technical approach, personnel quality, management plans, and past performance.
The project is open to all qualified contractors that can demonstrate State Project Registration from the Department of Labor and Economic Opportunity and maintain required insurance coverage including commercial general liability, workers' compensation, and employer's liability with the State listed as additional insured. Service-Disabled Veteran Owned Businesses (SDVOBs) are eligible for a 10% pricing preference if they provide appropriate documentation including DD214 forms, VA Rating Decision Letters, and proof of business ownership, or alternatively provide National Veterans Business Development Council certification. The incumbent contractor, Ripman Construction, is currently performing related work on the project and will provide temporary heat to the new contractor; however, Ripman's previous Bulletin 3 pricing will not be accepted for this procurement, and the new contractor must operate under a dual-contractor coordination structure with mandatory joint meetings and DTMB oversight for any coordination disputes. Bid security of 5% of the base bid is required, with performance and payment bonds mandated for contracts exceeding $50,000, and all submissions must include a maximum of two attachments each not exceeding 25 MB uploaded through the SIGMA VSS portal. While a specific total contract value is not disclosed in the procurement documents, the project includes a $20,000 contingency allowance and a unit pricing schedule for potential additional work on fascia and tongue-and-groove roof decking, with further budget details available through the OHM Advisors project representative at 906-482-0535 or taylor.nettell@ohm-advisors.com.
