About this file
This is Addendum No. 1, issued November 21, 2025, for a structural repair project at the Historic Mill Creek Visitor Center involving the Michigan Department of Technology, Management & Budget (DTMB) and Mackinaw Island State Park. The project addresses Bulletins 3 & 4 structural repairs, including bowed wall repairs at the main building's north exterior wall, replacement of damaged 4x6 rafters at the bathroom building, two additional truss end repairs, and fascia replacement with new pressure-treated T&G roof decking. The bid date remains Wednesday, November 26, 2025, with detailed specifications for wall shoring and anchor rod installation, rafter replacement, and decking removal and replacement. The addendum clarifies scope elements through answers to 21 pre-bid questions and reissues specifications for unit pricing on fascia (linear feet), T&G roof decking (square feet), and 4x6 rafter members (linear feet).
Key clarifications include that the contractor is responsible for removal of all remaining roof decking at the restroom building and supply of new pressure-treated T&G decking, with species selection at the contractor's discretion. DTMB will provide T&G decking material only for valley repairs at the Visitor's Center; the contractor must supply decking for the bathroom and pavilion buildings. A minimum 7"x11.875" LVL is specified for the valley beam replacement. The contractor must provide temporary facilities including toilet, waste removal, shoring, and weather protection, with temporary heat provided by the incumbent contractor (Ripman Construction). The new contractor must provide all required bonding, builders risk insurance, and liability insurance without listing the incumbent as an additional insured. The project operates under a dual-contractor coordination structure, with both the incumbent and new contractor required to attend joint meetings and coordinate activities, with DTMB providing direction if coordination disputes arise. Ripman's Bulletin 3 pricing will not be accepted, and no reimbursement will be provided for quoting expenses deemed not feasible.

Sheet A-101 Detail 1: Repair of bowed wall at exterior wall at the main building. Wall repair is located on the North wall directly adjacent to the new mechanical pad, starting at the inside corner (intersecting with the storage room wall) and going approximately 16ft to the west. One existing truss is supported by this portion of wall. Repair shall consist of, shoring the existing truss to off-load the wall, push the bottom of the wall back into place (approximately 1.5”). Install new ½” diameter all-thread anchor rods at max 3ft o.c. (minimum 3 per board) with matching nut and washer. New holes are to be field drilled into existing concrete and positioned such that they are more than 3” away from the existing bolt holes. Provide minimum 6” embedment into concrete. If wall cannot be pushed into place, replace the wall sill plates in staggered 4ft sections with PT material. Use epoxy per general structural concrete notes. Once sill plate anchors are cured and secured, the shoring may be released.
Sheet A-112 Detail 3 & 5: Two additional truss end repairs (per detail 5/A-112) are to be added to the project. Truss ends to be added are located at grid locations e2-eC and e2.5-eC.

Confirmed all remaining decking to be removed; species of decking in this area is contractors choice (not limited to Douglas fir).
2. There is a note on sheet A-101 that states the owner is providing the T&G decking material at the valley replacement. Please confirm this is correct and confirm if they are providing decking only for this area or if they are providing the material for the bathroom building as well? T&G Decking for repairs at Visitors Center provided by owner, decking for bathroom/pavilion building by contractor.
3. Is it possible for the engineer to provide a proposed LVL size for the replacement of valley beam at the visitor’s center? Yes. Provide a minimum 7”x11.875” LVL with properties per the General Structural Wood Notes.
4. Who is responsible for painting and/or staining of exposed timbers? Interior exposed structural timbers to be stained to match existing; Water-Based Varnish System MPI INT 6.4M: Prime Coat:

The new GC will be able to utilize the temporary power currently at the site.

10. What will be the reporting structure 4 both construction teams? Both teams will be required to attend construction meetings and provide appropriate project schedules and updates.

Ripman’s bulletin quote will not be accepted.
17. How does Ripman receive renumeration for expenses related to preparing bulletin 3 pricing?
There will be no reimbursement for quoting the bulletin, especially when it was deemed not feasible.
18. How about warranty? If a failure occurs once project is completed, but before the required 30 year roof warranty expires, and it is directly attributable to work performed by the bulletin 3 & 4 contractor, will there be language in both warranties clearly outlining who holds responsibility?
The roof warranty is for the roofing material and watertightness and if it is determined that there are structural issues, the structural issues will have to be addressed by the GC doing that work along with all other repairs required due to that specific faulty workmanship.
19. Has bulletin 3 & 4 been submitted to LARA for review & approval? Plans have been submitted to
LARA and is in review.
20. In review of bulletin 3 & 4, are the method(s) proposed of fastening the rafters to the valley beam detailed, & are they to current code? It is the engineer’s responsibility to properly design fastening connections and for the GC to follow those requirements.
21. Who keeps the project site accessible during inclement weather? As stated in the pre-bid, MSHP will plow the main drive, but it will be Ripman’s responsibility for snow removal around the facility as they should be onsite at all times and it is already in their contract.
