About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division, on behalf of the Department of Natural Resources, is procuring construction services for the Hartwick Pines State Park Flowmeter Vault Installation Project (File No. 751/23403.CTS). This project involves the furnishing and installation of new effluent magnetic flowmeters (Badger Meter M2000 models) with digital readouts and concrete vaults with castings and lids at two locations within the park: the Day Use Area and Visitors Center #2. The scope of work includes installing a 6-foot diameter concrete manhole with one 3-inch diameter flowmeter at the Day Use Area and an 8-foot diameter concrete manhole with two 6-inch diameter flowmeters at Visitors Center #2, along with approximately 80 to 104 linear feet of electrical conduit, electrical wiring, utility locating through MISS DIG, soil erosion and sedimentation control compliance with Michigan Part 91, dust control, tree protection, and comprehensive restoration of disturbed areas including drives, signs, landscaping, and plantings within one year of completion. Contractors must submit shop drawings, maintain as-built drawings with exact dimensions and elevations, furnish two copies of operation and maintenance manuals in three-ring binders, arrange manufacturer startup services in the presence of the owner and engineer, and provide a one-year guarantee on all equipment, materials, and workmanship from equipment startup or final project acceptance. Required qualifications include Michigan Department of Labor and Economic Opportunity State Project Registration, demonstration of Michigan residency for at least 50 percent of employed workers, compliance with prevailing wage rates for various trade classifications, security clearance requirements for state park facility access, and adherence to all federal, state, and local laws and Michigan Occupational Safety and Health Act requirements. A mandatory pre-bid conference and walk-through inspection is scheduled for May 14, 2026, at 11:00 AM ET at Hartwick Pines State Park, with questions due to Quinn Ridley at qridley@wadetrim.com by May 15, 2026, at 2:00 p.m. Eastern time. Bids must be submitted electronically through the SIGMA website by May 20, 2026, at 2:00 p.m. ET, with substantial completion required 30 days after Notice of Award and work conducted during normal business days during scheduled one-week timeframes at each location.
This procurement includes provisions for Service Disabled Veteran Owned Businesses (SDVOBs), which are entitled to a 10% pricing preference when bidding on State of Michigan projects; qualified entities must be at least 51% owned by one or more veterans with a service-connected disability and must submit required documentation including DD214 or equivalent, VA Rating Decision Letter, proof of business ownership, or NVBDC certification at the time of bid submission. All bidders are required to provide bid security of five percent of the Base Bid amount, and a Performance Bond and Payment Bond are required on all bids exceeding $50,000. Bidders must demonstrate Michigan residency for at least 50 percent of employed workers and submit all specified forms including the Bid Summary, Bid Schedule, certifications regarding debarment and qualified disabled veteran status, and supporting documentation for any applicable SDVOB claims as separate attachments with a maximum of two attachments each less than 25 MB through the SIGMA VSS portal. The project includes a $10,000 allowance and prohibits "or equal" or substitution proposals after bid opening except as provided in the General Conditions. Prevailing wage rates apply to this state-funded project, with wage schedules provided for power equipment operators, laborers, electricians, and specialized trades, effective through January 2026. The specific total project funding amount is not disclosed in the procurement documents, though the project scope and two-location installation suggest a moderately-sized construction contract typical of state facility infrastructure improvements.
