About this opportunity
The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is procuring construction services on behalf of the Mackinac Island State Park Commission for the Colonial Michilimackinac Powder Magazine Redesign project, with solicitation number 751/23388.ABG. The scope of work includes removing and installing a new vapor barrier around the Powder Magazine enclosure, installing doors and split system air conditioning units with dehumidifiers in the South-Southeast Rowhouse, and installing dehumidifiers in the Southeast Rowhouse at Fort Michilimackinac State Park in Mackinaw City, Michigan. All work must be substantially completed by September 30, 2026, with final completion required by October 30, 2026, and contractors are prohibited from beginning onsite work until July 27, 2026. The project specifications require compliance with the 2023 National Electrical Code, 2021 International Mechanical Code, 2021 Michigan Energy Code, and 2012 NFPA-101 Life Safety Code, as well as prevailing wage requirements under 2023 PA 10. Bids are due electronically through the SIGMA VSS website by March 18, 2026, at 2:00 p.m. Eastern Time, with a mandatory pre-bid conference and site tour scheduled for March 3, 2026, at 11:30 a.m. Eastern Time. Questions must be submitted by email to Devon Pung at Matrix Consulting Engineers, Inc. no later than March 11, 2026, at 12:00 p.m. Eastern Time. Contractors are responsible for providing all equipment, materials, and services necessary to produce a complete and fully operational system, including coordination with other trades, protection of the historical site during construction, mandatory archaeologist monitoring, soil erosion and sedimentation control, and compliance with all applicable state and federal codes and regulations.
Bidders must be Michigan-based businesses or demonstrate significant business presence in Michigan and must provide proof of State Project Registration from the Department of Labor and Economic Opportunity. Service-Disabled Veteran-Owned Businesses (SDVOBs) are eligible for a 10 percent pricing preference under Public Act 91 of 2005, provided they submit documentation including a DD214 proving service and discharge conditions, proof of service-connected disability, and proof of 51 percent or greater business ownership. All bids require a 5 percent bid guarantee, and performance and payment bonds are required for all contracts exceeding $50,000. The project includes two allowances totaling $100,000—a $50,000 cash allowance and a $50,000 provisional/contingency allowance—both of which must be included in the base bid with bonds and insurance. Liquidated damages are assessed at $750 per calendar day for delays beyond the substantial completion date of September 30, 2026. While no incumbent vendor or existing contractor is identified in the solicitation documents, the project requires extensive coordination with the Mackinac Historic State Parks Team and mandatory archaeologist monitoring to protect historical artifacts and displays at the Colonial Michilimackinac site.
