About this file

This Construction Bid Addendum No. 1 is issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division on behalf of Mackinac Island State Park Commission for the Colonial Michilimackinac Powder Magazine Redesign project. The addendum, issued on March 9, 2026, incorporates clarifications and modifications to the original bidding documents for this redesign project managed by Matrix Consulting Engineers under Project Director Alan Goschka. The bid opening is scheduled for March 18, 2026. Key project requirements include working hours between 6:30 am and 6:00 pm, with all equipment movement and material deliveries to be completed before 9:00 am when the Fort opens to visitors. The contractor must install and maintain temporary orange safety fencing around the construction site, coordinating placement with the owner. The owner will handle removal and reinstallation of large entrance doors and the existing wooden seclusion fence surrounding the Powder Magazine area. Archaeologist monitoring by the Mackinac Historic State Park (MHSP) is mandatory during all earthwork and work within the Powder Magazine ruins exhibit, requiring advance coordination by the contractor.

Additional critical project specifications include contractor responsibility for locating and preserving an existing buried private electrical service within the excavation area, as Miss Dig will not locate this private utility. The contractor bears all liability for damage to this utility and must ensure its proper operation upon completion. The owner will provide an external location for temporary stockpiling of excavation materials. Silt fencing installation requires formal approval from the MHSP Archaeologist, with the contractor responsible for site restoration after fence removal. The project includes a $50,000 total allowance as indicated in the bid schedule. Bidders must acknowledge receipt of this addendum in the Bid Summary and Bid Form; failure to do so may result in bid rejection. The addendum is accompanied by an attendance sign-in sheet from the pre-bid meeting.
