About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division is seeking professional architectural and engineering services for the design and construction administration of exhibit space renovations at Hartwick Pines State Park Visitor Center located in Grayling, Crawford County, Michigan. This Request for Proposal (RFP) encompasses Phases 400 through 700, including preliminary design, final design, and construction administration services (both office and field services). The scope of work involves comprehensive renovation of the visitor center's exhibit space and adjacent lobby areas, including demolition of the existing conference room and stairs, enlargement of the exhibit space into the vacated area, installation of a family toilet room, and upgrades to mechanical, electrical, plumbing, and structural systems, as well as new floor, wall, and ceiling finishes, lighting upgrades, and coordination with Split Rock (the pre-selected exhibit designer). The Professional Services Contractor must serve as the prime contract holder, directly manage the project, and assemble a team of professional consultants as needed. Deliverables include design development, construction documents with alternates and phasing provisions, bi-weekly progress summaries, construction cost estimates at 50 percent and 90 percent design completion, and complete construction administration services including twice-monthly progress meetings, shop drawing reviews, payment certification, and as-built documentation. Evaluation criteria consist of 80 percent weight on the Technical Proposal (Part I) and 20 percent weight on the Cost Proposal (Part II). Critical deadlines include a mandatory pre-proposal walk-through inspection on Tuesday, November 4, 2025, from 1:00 p.m. to 2:30 p.m. at the project site; written questions due by Thursday, November 12, 2025, at 5:00 p.m. Eastern Time (extended from November 6); and proposals due by Thursday, November 20, 2025, at 2:00 p.m. Eastern Time (extended from November 13) via electronic submission through the State of Michigan Procurement System (SIGMA VSS). Contract award is anticipated in December 2025, with design services scheduled for January through March 2026, bidding in April 2026, construction from June 2026 to November 2026, and exhibit fabrication and installation from June 2026 through June 2027. The contract will be structured as a not-to-exceed fee arrangement with billable hourly rates for professional services by staff classification and project phase.

Respondents must submit signed Certification of Michigan Based Business and Responsibility Certification forms as part of their proposals. The contract requires comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Automobile Liability ($1,000,000 per accident), along with compliance with prevailing wage requirements if construction mechanics are utilized. Compensation is calculated using billable hourly rates for staff by classification and phase, with allowable markups on sub-consultant fees not to exceed five percent, and reimbursable expenses limited to actual costs for printing, reproduction, surveys, soil borings, laboratory testing ($7,500 for miscellaneous testing), and plan review fees ($5,000), plus travel expenses for distances exceeding 100 miles one-way at State of Michigan mileage rates. The state will not reimburse costs for fringe benefits, insurance, travel within 100 miles, overhead, or profit, as these must be incorporated into hourly billing rates. No specific overall contract value or budget range is disclosed in the procurement documents; rather, compensation is determined through the hourly billing rate structure and reimbursable expense categories. The project must comply with applicable federal codes administered by the EPA, OSHA, and DOT, as well as state regulations from DCH, EGLE, DNR, and MIOSHA. The state reserves the right to reject any or all proposals and is not liable for costs incurred prior to contract award and execution.
