About this file
This is Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division for professional services related to the Hartwick Pines State Park Visitors Center Exhibit Space project (File Number 171/22325.HJD). The RFP requests design and construction services for exhibit space renovation at the Visitors Center. The proposal due date has been extended to November 20, 2025, and the questions due date has been extended to November 12, 2025. A pre-proposal meeting was held with an attendee sign-in sheet included as an attachment. The addendum provides original building construction drawings from August 16, 1991, which cover site plans, site utility plans, architectural, structural, mechanical, and electrical documentation that proposing firms must field verify for existing conditions.
The addendum clarifies that billable rate information and personnel hour breakdowns must be provided for the entire project team, including all sub-consultants, using specified forms for position classification, employee billing rates, anticipated hours, and authorized reimbursables. The exhibits must be included in demolition bid documents and will be salvaged by the contractor and transferred to the Department of Natural Resources (DNR). The project will follow DTMB's typical bid process and be awarded to a General Contractor without a separate Construction Manager. The exhibits project was separated from the current Visitor Center renovation scope because DNR lacked sufficient funding for exhibit fabrication and installation at the time; however, newly available non-ARPA funding allowed this work to proceed as an independent project to avoid conflicts with the existing ARPA-funded project deadlines scheduled for December 2026.

REQUEST FOR PROPOSAL
ADDENDUM NO. 1
This form identifies an Addendum to a Request for Proposal for Professional Services, and incorporates interpretations or clarifications, modifications, and other information into the Request for Proposals.
Addenda will be numbered by the Project Director and distributed through SIGMA Vendor VSS as an attachment.
TO: ALL PROPOSERS DATE ISSUED: November 7, 2025
PROJECT NAME:
Hartwick Pines State Park Visitors Center Exhibit Space
FILE NUMBER:
171/22325.HJD
PROJECT DIRECTOR: Heather DeKorte, RA PROPOSAL DUE DATE: November 20, 2025
ADDENDUM ITEMS:
Attachments:
1. See appended sign-in sheet from Pre-Proposal meeting.
2. The following drawings are included with this addendum. PSC must field verify all existing conditions.
a. Visitor Center original building construction drawings dated 8/16/1991. Set includes site plan, site utility plan, architectural, structural, mechanical, and electrical.
Clarifications:
1. DTMB is requesting a break-down of personnel hours and billing rates of the PSC’s entire team, including consultants. Include sub-consultant personnel information on forms III-2-A Position, Classification, and Employee Billing Rate Information and III-2-B Fee with Anticipated Hours and Billing Rate. Include sub-consultant’s total fees per Phase on form III-2-C Authorize Reimbursables.
2. Exclude Item II-5 Budget Analysis from the proposal.
3. PSC must include exhibits in the demolition bid documents. The exhibits will be salvaged by Contractor and turned over to DNR.
4. The proposal due date has been extended to November 20, 2025.
5. Questions due date has been extended to November 12, 2025.
Questions and Answers:
Q1. Referencing Page 8 of the “RFP Billable Rates” document, do billable rate calculation requirements apply to the entire project team including subconsultants, or is this requirement limited to the Prime PSC only?
A1. Billable rate information requirements apply to the entire project team including sub-consultants. See Clarification #2 above.
Q2. Will the construction methodology be General Contractor or Construction Manager? If Construction Manager, what firm would that be?
A2. This project will use the typical DTMB bid process and will be awarded to a General Contractor. There is not a Construction Manager on this project.
Q3. Why isn’t this project being included in the current V.C. renovation scope?
A2. The Hartwick Pines Exhibits project was originally put on hold because the DNR did not have sufficient funds to cover the fabrication/installation of the exhibits and the renovation of the exhibit space. Recently, the funds have become available, but they are not ARPA funds. Since the timing of the new construction on the exhibits doesn’t align with the existing construction project at the Visitor Center and since the funds are not ARPA, it did not make sense to add this work into current ARPA-funded contracts. DNR preferred to issue this work as a separate project to avoid conflicts with the ARPA-funded project deadlines coming in December 2026.
