About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is procuring construction services for the Menominee River Recreation Area - Piers Gorge Access project located in Norway, Michigan (File No. 751/22464.JBB) in Delta County. The scope of work includes the removal of two existing wood timber bridge structures, construction of a treated wood boardwalk, and installation of an engineered fiber-reinforced polymer (FRP) bridge to provide recreational access at Piers Gorge. Bidders must be experienced in bridge construction, boardwalk installation, and environmental compliance, including wetland protection and soil erosion and sedimentation control. The mandatory virtual pre-bid conference was held on May 28, 2025, at 9:00 a.m. ET, and site visits are available to all interested parties to familiarize contractors with work conditions. Written questions must have been submitted by June 4, 2025, at 2:00 p.m. ET to Bill Sanders at Bill@Sanders-Czapski.com. Sealed bids are due electronically through the SIGMA VSS website by June 11, 2025, at 2:00 p.m. ET, with contract award anticipated by August 6, 2025, substantial completion required by October 28, 2025, and final completion by November 14, 2025. Liquidated damages are assessed at $200.00 per calendar day for delays beyond substantial completion. All bids exceeding $50,000 require a 5% bid guarantee and performance and payment bonds, and contractors must comply with Michigan prevailing wage requirements and state project registration with the Department of Labor and Economic Opportunity.
The procurement includes preferences for Service-Disabled Veteran-Owned Businesses (SDVOBs) and Qualified Disabled Veterans (QDVs), which may receive a 10% pricing preference under Michigan Public Act 91 of 2005 if proper documentation is provided. Michigan-based business certifications are also required for applicable bidders. No incumbent vendors or current contractors are identified in the procurement documents. Contractors must obtain all required permits, including a Work in Right-of-way Permit from the Dickinson County Road Commission and a Wetland and Inland Lakes and Streams Floodplain permit from the state regulatory agency, with all associated costs borne by the contractor. The contract includes a $10,000.00 provisional contingency allowance within the base bid. Contractors must maintain comprehensive insurance coverage including Commercial General Liability coverage of $1,000,000 and Pollution Liability insurance of $1,000,000 throughout the contract term, and must comply with the Natural Resources and Environmental Protection Act and applicable building codes. The project is funded by the State of Michigan through the Department of Natural Resources, Parks and Recreation Division; specific contract award value or budget range is not disclosed in the available documentation.
