About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, in partnership with the Department of Natural Resources, is procuring general contracting services for campground road improvements at Muskallonge Lake State Park located at 29881 CO RD 407, Newberry, Michigan, within Livingston County. The scope of work encompasses removal of existing hot mix asphalt (HMA), earth excavation, grading, clearing, selective demolition, HMA paving with performance grade 58-34 asphalt at 165 lbs/square yard, concrete paving and sidewalks, pavement markings, signage, soil erosion and sedimentation control (SESC), utility testing, and water and sewer construction throughout the campground system. The project includes improvements to multiple sections including access roads, cul-de-sacs, day-use areas, overlook parking lots, sanitation stations, boat launch areas, and contact station parking with provisions for ADA-accessible sites and comprehensive utility infrastructure including 8-inch diameter PVC carrier pipes for water and sanitary services. Five deductive alternates are available allowing the owner to modify scope, including exclusions for specific ADA campsites, day-use area improvements, Lake Superior Overlook Parking Lot, sanitation station work, and Section 3 campground loop termination points. A mandatory pre-bid meeting is scheduled for Monday, August 12, 2024, at 1:00 p.m. at the project site with a limit of one representative per bidder; questions must be submitted by Wednesday, August 21, 2024, at 2:00 p.m. Eastern time to Zane Hyrkas at zane.hyrkas@ohm-advisors.com. Bids are due electronically through the SIGMA VSS system by Wednesday, August 28, 2024, at 2:00 p.m. Eastern time, with contract time for substantial completion no later than three months after on-site construction start or October 1, 2025, whichever is sooner, and final completion required 30 calendar days thereafter.
This is a single prime contract with the State of Michigan as owner, and bidders must comply with prevailing wage requirements under General Decision Number MI20240113 (dated August 2, 2024), Michigan residency requirements mandating at least 50% of employees be Michigan residents, and nondiscrimination provisions. Contractors must submit a 5% bid security in the form of a certified check, cashier's check, money order, or bid bond, with performance and payment bonds equal to 100% of the contract amount required from the selected contractor. All bids must be submitted electronically with a maximum of two attachments each less than 25 MB, with one containing bid documents and the other containing Qualified Disabled Veteran information if applicable; the bid hold period is 60 calendar days. Contractors are responsible for securing all required permits and licenses, coordinating with utility providers (Cloverland Electric and Hiawatha Telephone), conducting Miss-Dig notifications, and implementing SESC plans in compliance with Michigan's Natural Resources and Environmental Protection Act and Michigan OSHA guidelines. Liquidated damages are assessed at $1,000 per calendar day for failure to achieve substantial completion and $1,000 per calendar day for failure to achieve final completion. The project documents do not specify a budget range or award value; however, the project is anticipated to be funded through state resources, with OHM Advisors serving as the professional engineer and available for document procurement at 906-482-0535 or taylor.nettell@ohm-advisors.com.
