About this opportunity
The State of Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting sealed construction bids for Bay City State Park Campground Improvements (File 751/22413.CTS), with bids due November 18, 2026 at 2:00 p.m. ET through the SIGMA VSS website. A 10% pricing preference for Service-Disabled Veteran-Owned Businesses (SDVOB) under Michigan Public Act 91 of 2005 applies to bidders that submit qualifying documentation at bid submission.
Preference eligibility requires service-connected disability status and at least 51% ownership by one or more veterans with a service-connected disability. Acceptable proof includes a DD214 or equivalent discharge documentation, a VA Rating Decision Letter, and legal ownership documents, or National Veterans Business Development Council (NVBDC) certification where its stated conditions are satisfied. DTMB does not pre-certify SDVOBs and does not accept CVE or VetCert verification for this preference.
The project is at 3582 State Park Drive, Bay City, Michigan. Scope includes replacing the sanitation station, all watermain and service leads, jug fillers, and campground electrical; adding three new hydrants and 27 full-hookup campsites with water and sanitary sewer; and minor grading for stormwater drainage. Addendum 1 emphasizes directional drilling and boring to limit excavation, and restoration runs through a single landscaping subcontractor. Bidders must price two ADD alternates for copper conductor and carry a $150,000 allowance for provisional or contingency scope. The contractor obtains permits from LARA and the Bay County Road Commission, manages all inspections, and maintains 100 percent on-site supervision. Work is limited to weekdays from 7:00 a.m. to 6:00 p.m. unless written permission is granted. Compliance obligations include prevailing wage, Michigan Right-to-Know Law, soil erosion and sedimentation control under Michigan's Natural Resources Environmental Protection Act, and an asbestos abatement attestation. Bidders must show proof of Michigan LEO state project registration.
Contract time is 152 calendar days from notice to proceed to substantial completion, with final completion 21 calendar days later. Liquidated damages are $1,000 per day after those dates. Bid security equals 5% of the base bid, and bids must include sales and use taxes, tariffs, and all permit, approval, license, and fee costs. Bids remain open for at least 90 calendar days after opening. Performance and payment bonds are required on award. The Apparent Low Bidder must deliver a PreAward Schedule within five calendar days of request, along with a subcontractor list, bid breakdown, questionnaire, and schedule of materials and equipment.
Addendum 1, issued November 4, 2026, extends the bidder question deadline to November 11, 2026 at 5:00 p.m. and moves the bid due date one week to November 18 because of Veterans' Day. The mandatory pre-bid conference and site tour was held October 28, 2026 at 1:00 p.m. ET and is closed. State board approval follows on December 15, 2026. Bidding inquiries go to Kristofer Enlow at kenlow@bria2.com.
