About this file
This document is a Service Disabled Veteran Owned Business (SDVOB) Information Sheet issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) that outlines the SDVOB pricing preference program available for State of Michigan contracts. The SDVOB preference provides qualifying businesses with a 10% pricing advantage when bidding on state projects, as authorized under Michigan Public Act 91 of 2005. To claim this preference on a bid for the Bay City State Park Campground Improvements contract, applicants must submit documentation establishing service-connected disability status and proof that the business is at least 51% owned by one or more veterans with a service-connected disability. Acceptable documentation includes a DD214 form or equivalent military discharge documentation, proof of service-connected disability via VA Rating Decision Letter or DD214, proof of business ownership through legal documents, or alternatively, National Veterans Business Development Council (NVBDC) certification provided certain conditions are satisfied.
The State of Michigan does not pre-certify SDVOB businesses and does not accept federal verification databases such as the Center for Verification and Evaluation (CVE) or the U.S. Small Business Administration's VetCert program for this preference. Vendors claiming the SDVOB preference must provide the required documentation at the time of bid submission. A service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service as specified in 38 USC 101(16), and a qualified business entity must be 51% or more owned by veterans meeting this disability criteria. Additional detailed information is available through the SDVOB Preference Fact Sheet published by DTMB.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
