About this opportunity
The State of Michigan Department of Technology, Management and Budget, in partnership with the Department of Natural Resources, is seeking bids for a bridge replacement project in Emmet County. This procurement involves the removal of an existing timber bridge spanning the Carp River on the North Country Trail in Wawatam Township and the installation of a new fiberglass reinforced polymer (FRP) pedestrian bridge with supporting infrastructure. The scope of work includes removal of the existing timber structure, installation of helical piers with specifications of INTECH RS2875.203 HSS 2 7/8" Schedule 40 helical piles (48 feet long with 8", 10", and 12" helices), treated glued laminated timber pile caps, fabricated bearing plates, an FRP pedestrian bridge deck, treated timber abutment planking, approach fill, curbs and bollards, and slope restoration. The design is based on AASHTO LRFD Guide Specifications for Pedestrian Bridges with a design live load of 90 pounds per square foot and lateral wind load of 75 PSF, and must accommodate 100-year and 50-year flood events. All materials must comply with specified standards including Southern Pine 24F-V5 glued laminated members, ASTM A-36 steel plates, AISI 316 stainless steel, and MDOT Grade S2 concrete with 3,500 psi strength, with all steel fabrications hot-dipped galvanized per ASTM A123. Contractors must submit electronic bids through the SIGMA VSS system by 2:00 PM Eastern on August 28, 2024, with a mandatory pre-bid walk-through inspection scheduled for August 14, 2024, at 1:00 PM at the site coordinates 4543'43.82"N, 8449'35.33"W. Questions must be submitted to Amanda Porath, P.E., at amanda.porath@ohm-advisors.com no later than noon Eastern on August 24, 2024. Substantial completion is required by December 1, 2025, with final completion by June 1, 2026, and liquidated damages of $500 per calendar day apply for delays beyond the substantial completion date.
Bidders must submit a 5% bid guarantee in the form of a certified check, cashier's check, or bid bond, with performance and payment bonds required for all contracts exceeding $50,000. Michigan-based business certifications and prevailing wage compliance are mandatory, with wage rates established by the Michigan Department of Labor and Economic Opportunity. The project is funded through Federal State and Local Fiscal Recovery Funds (SLFRF), requiring all contractors to register with the System for Award Management (SAM) prior to contract execution. Contractors must also comply with state environmental regulations, including obtaining approval from the Michigan Department of Natural Resources prior to any tree clearing activities. The contract is structured as a lump-sum award with a $30,000 provisionary/contingency allowance included in the base bid, though no specific overall budget or award value is disclosed in the procurement documents. Qualified Disabled Veteran (QDV) certifications may be submitted if applicable, and contractors representing the Department of Corrections must submit a Vendor/Contractor LEIN Request five business days prior to the walk-through meeting. All bid submissions must be made through SIGMA VSS, with a maximum of two attachments per submission (each under 6 MB), and late submissions will not be accepted.
