About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration, Design and Construction Division, on behalf of the Michigan Department of Natural Resources (MDNR), is soliciting proposals for professional services under File No. 751/21296.JBB for pavement rehabilitation at Porcupine Mountains Wilderness State Park in Ontonagon County, Michigan (located within Presque Isle County jurisdiction). This Request for Proposals (RFP) seeks Phase 100 (Study) and Phase 500 (Final Design) services on a not-to-exceed billable hourly rate basis for comprehensive evaluation and design of aggregate and asphalt pavements including roads, parking lots, and driveways at the park's headquarters, visitor center, and manager's residence areas. The scope of work encompasses investigation of pavement reconstruction and rehabilitation strategies, analysis of sub-base materials, evaluation of recommended preventative maintenance schedules, stormwater management analysis associated with existing ditches and spillways, and inspection and verification of a recently installed corrugated metal pipe culvert beneath Headquarters Road. Phase 100 deliverables must include a report with existing condition assessment, concept plans, photographs, recommendations, and Phase 100-level cost estimates; Phase 500 deliverables shall include development of contract documents, design meetings at 50%, 90%, and 100% completion stages, and construction estimates based on accepted high-priority scope items. Key objectives include addressing approximately 300 vehicles per day (219,000 annual one-way trips) and accommodating potential improvements such as widening turning radii and enlarging the Visitor Center parking lot with increased stall depth and staff parking area as asphalt surfaces. Prospective contractors must maintain current licensure to practice in Michigan as professional design firms and provide detailed labor breakdowns by position/classification with estimated hours for each phase. The mandatory pre-proposal walk-through inspection was held on September 16, 2021, at 12:30 p.m. EDT at park headquarters; written questions were due by September 22, 2021, at 5:00 p.m. EDT; and proposals were due by September 30, 2021, at 2:00 p.m. EDT via the State of Michigan Procurement System (SIGMA VSS). Proposals are evaluated on an 80/20 basis with 80 percent weight assigned to technical merit and 20 percent to cost, with contract award recommendations expected within thirty days of the proposal deadline and desired project completion by April 8, 2022, for design phases and November 10, 2022, for construction completion.
The RFP requires submission of a Certification of a Michigan Based Business form and Responsibility Certification with SIGMA vendor registration; no specific set-asides for disadvantaged business enterprises or minority-owned businesses are identified in the solicitation documents. Reimbursable expenses are permitted for printing, reproduction, soil borings, site surveys, laboratory testing, and travel expenses beyond 100 miles one-way at the State of Michigan's established mileage rates, with a markup not exceeding 5 percent allowed on sub-consultant and reimbursable expenses; all other costs including fringe benefits, insurance, overhead travel, and profit must be incorporated into the hourly billing rates. The contractor must coordinate with the MDNR throughout design and construction phases, assume responsibility for posting the project on SIGMA for bid advertisement, conduct a pre-bid meeting, issue addenda, and perform a Best Value Bid Evaluation for construction bidding. Proposed work must account for three underground utilities within the project corridor: phone utility offset 1 foot from the asphalt edge at 24-36 inches depth, fiber optic utility offset 5 feet from the asphalt edge at 24-36 inches depth, and electric utility at approximate location with depth to be determined; the contractor must also comply with applicable Governor Executive Orders and MDHHS Epidemic Orders related to COVID-19, with design meetings conducted electronically to the greatest extent possible. Specific budget or award values are not disclosed in the RFP or project statement; however, the contractor must identify allowances for topographic survey ($4,000), site survey ($4,000), soil borings and pavement cores ($5,000), and any additional permitting or testing anticipated by the contractor, with all costs submitted as a total not-to-exceed fee for both phases combined via the SIGMA VSS electronic submission system.
