About this file
This is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division on behalf of the Department of Natural Resources. The project involves Phase 100 Study and Phase 500 Final Design services for pavement rehabilitation at Porcupine Mountains Wilderness State Park in Ontonagon County, Michigan. The scope encompasses evaluation and design of aggregate and asphalt pavements including roads, parking lots, and driveways at the park's headquarters area; investigation of pavement reconstruction, rehabilitation, and preventative maintenance strategies; analysis of stormwater management associated with existing ditches and spillways; and inspection and verification of a recently installed corrugated metal pipe culvert beneath Headquarters Road. The Phase 100 Study will deliver a report with existing condition assessment, concept plans, photos, and recommendations with a Phase 100-level cost estimate. Phase 500 Final Design will include development of contract documents, design meetings at 50%, 90%, and 100% completion, and construction estimates. The mandatory walk-through inspection is scheduled for September 16, 2021 at 12:30 p.m. EDT at the park headquarters, with proposal submissions due September 30, 2021 at 2:00 p.m. EDT. The desired completion schedule for both phases and bidding is April 8, 2022, with construction anticipated to be completed by November 10, 2022.
The Professional Services Contractor shall provide detailed labor breakdowns for each phase, coordinate with the Michigan Department of Natural Resources throughout design and construction phases, and assume responsibility for posting the project on SIGMA for bid advertisement, conducting a pre-bid meeting, issuing addenda, and performing a Best Value Bid Evaluation. Reimbursable expenses and travel are governed by the DTMB Billable Rate Professional Services Contract. The proposal shall identify allowances for topographic survey ($4,000), site survey ($4,000), soil borings and pavement cores ($5,000), and any additional permitting or testing anticipated by the contractor. All field work must comply with applicable Governor Executive Orders and MDHHS Epidemic Orders related to COVID-19, with design meetings held via electronic format to the greatest extent possible. Questions must be submitted by email to Jeff Barsch at barschj@michigan.gov no later than Wednesday, September 22, 2021 at 5:00 p.m. Proposals must be uploaded to SIGMA VSS with total cost for all phases entered as the bid amount.

PROJECT DESCRIPTION/SERVICES REQUESTED
PROJECT DESCRIPTION:
The Michigan Department of Natural Resources (MDNR) Parks and Recreation Division (PRD) is requesting professional Phase 100 and Phase 500 engineering services for the evaluation and design of the following scope item.
Scope Item #1 - The PSC shall perform a Phase 100 Study and then Phase 500 Final Design on the existing aggregate and asphalt pavements at the Porcupine Mountains Wilderness State Park’s Headquarters Road Area.
The Phase 100 Study will apply to all aggregate and asphalt pavements, including roads and parking lots, found along (and extending from) Headquarters Road at the Porcupine Mountains Wilderness State Park. The Visitor Center Parking Lot, Headquarters Visitor Parking Area, Headquarters Service Area Parking Lot, and Manager’s Residence Driveway are all included in the scope of work. The Phase 100 Study will include pavement cores / soil borings and soils analysis. The study is requested to investigate pavement reconstruction, pavement rehabilitation, and pavement preventative maintenance strategies for performing upgrades to the park’s roads while applying a cost effective & technically effective strategy for ensuring high quality pavement conditions. This may include a variety of pavement treatments, such as: full pavement reconstruction, crush and shape, mill and resurface, HMA overlays, or seals (single chip, double chip, fog seal).
A second focus of the Phase 100 Study will be to perform an analysis of storm water management on existing ditches and spillways associated with all roadways and parking lots in the project scope. This storm water management analysis should evaluate existing topographic surveys and collect any additional topographic and site survey information necessary for developing solutions for storm water management. The primary issue is managing storm water associated with the Headquarters Service Area Parking Lot. Sheet flow from adjacent lands is combined with roof run off to produce a flow path of storm water run off which is centrally located within the parking lot. Developing plans for the above grade and below grade hydraulic conditions may be necessary for quality long term pavements. The ditches associated with the Headquarters and Manager’s Residence roadway may also require improvements due to the volume of water that moves down this corridor and to Jamison Creek.
Finally, as a third focus of the Phase 100 Study, the PSC is requested to inspect and verify the performance of the recent 7’ diameter x 120’ long corrugated metal pipe culvert and associated compacted backfill which was installed beneath Headquarters Road as part of a joint DNR and Michigan National Guard training exercise. The PSC is asked to recommend corrective action, if any, at the culvert installation prior to the construction of new pavements.
Phase 100 will result in the delivery of a study report, including an existing condition assessment, concept plans and/or diagrams, photos, and a narrative to clearly indicate the recommendations. A Phase 100 level cost estimate shall be provided and included in the report; a detailed cost narrative is not necessary at Phase 100. The Phase 500 Final Design scope will ultimately be determined by the PSC recommendations based on the condition assessment included in the Phase 100 report. During Phase 500 Final Design, a detailed construction estimate will be established by the PSC based on further design development and detailing of the recommended Phase 100 Study scope items.
MDNR would like the Phase 100 Study and Phase 500 Final Design completed by March of 2022. The design schedule should allow for a construction bid due date of no later than April 6, 2022 with construction completed by November 10, 2022. The MDNR anticipates the project information gathering, including the site survey, topographic survey, and soil borings / pavement cores, will be completed in the Fall 2021 as soon as the PSC contract is awarded. The MDNR anticipates project phasing will be required during construction and reserves the right to request interim completion dates for various portions of the project based on access to various areas of the State Park. The PSC should plan to develop phasing plans for the project in conjunction with the MDNR.
Please provide a proposed design schedule with the PSC Proposal. All portions of the State Park will remain open to the public throughout the information gathering, study, design, and construction phases. A portion of the State Park will be closed, as required based on the developed phasing plans, during construction. Field work by the PSC and construction phasing and scheduling must be coordinated with the MDNR in advance to minimize disruption to their operation of the project sites.
SERVICES REQUESTED:
The Professional Services Contractor (PSC) shall provide Phase 100 Study and Phase 500 Final Design Services. The PSC shall include any required Phase 300 Schematic Design and Phase 400 Preliminary Design tasks necessary to complete Contract Document development in the Phase 500 proposal technical summary.

The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path, and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered. Agency review task durations on the PSC’s schedule should not be considered flexible for gaining back time should schedule slippage occur. The schedule shall also allow for review time by all applicable permitting agencies, including EGLE, if EGLE permit revisions are anticipated, and any other required permitting agencies. PSC shall be responsible for the development of phasing plans and/or a construction schedule recommendation based on the scope items advanced to Phase 500 from the initial Phase 100 report.
