About this file

This is Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, on behalf of the Michigan Department of Natural Resources (MDNR) for professional services related to paving rehabilitation at Porcupine Mountains Wilderness State Park. The project involves comprehensive survey and analysis work for pavement rehabilitation at the park's Headquarters, Visitor Center, and Manager's Residence areas, with proposals due on September 30, 2021, at 2:00 p.m. Eastern Time. The scope includes Phase 100 study recommendations for asphalt paving design that can withstand year-round traffic and freeze/thaw cycles, analysis of sub-base materials, recommended maintenance schedules, and potential improvements such as widening turning radii and enlarging the Visitor Center parking lot to accommodate larger vehicles with increased stall depth. The project site experiences approximately 300 vehicles per day (600 one-way trips) or 219,000 one-way annual vehicle trips. The Visitor Center is gated and closed from November 1 through winter, though park staff will coordinate access for survey and soil boring work. A mandatory pre-proposal meeting was held on September 16, 2021, at 12:30 p.m. at the Porcupine Mountains Wilderness State Headquarters, with attendance recorded from MDNR representatives.

The addendum clarifies that drone survey work is acceptable with DNR coordination and addresses contractor responsibilities regarding Phase 500 design costs and scope. Proposers should plan on generating a single Phase 500 bid package based on accepted high-priority scope items from the Phase 100 study, with potential future modifications if a phased construction approach requiring multiple bid packages is requested. The DNR anticipates only minor revisions to existing paved surfaces, primarily limited to a slight enlargement of the Visitor Center parking lot stall depth and inclusion of a staff parking area (typically accommodating 6 vehicles) as an asphalt surface. No additional pricing, set-asides, incumbent information, or funding source details are provided in this addendum document.

PROPOSAL DUE DATE:

ADDENDUM ITEMS:

General

1. The mandatory pre-proposal meeting attendance sheet with the firms that are eligible to submit a proposal is attached.

Clarifications

1. The use of drones to perform survey work is acceptable. If utilized, this will need to be coordinated with the

DNR.

Responses to Questions:

2. Does the MDNR have an estimate of annual number of vehicle trips anticipated for the Visitor Center and Headquarters?

On average, the number of vehicles that travel to either the Visitor Center or Headquarters is 300 vehicles per day. Since this is a dead-end road, that results in an average of 600 one-way vehicle trips per day or 219,000 one-way vehicle trips per year.

3. Will the Visitor Center be gated-off for the winter, or will it be open and plowed for completion of a survey and soil borings / pavement cores?

In a typical year, the gate to the Visitor Center is closed on November 1. Plowing is not performed at the parking lot for the Visitor Center after that date. Park staff will work with the selected PSC to provide access beyond the gate to the Visitor Center after November 1. If an excessive amount of snow falls, the park staff may be able to provide some plowing in select areas, but the selected PSC should not anticipate that a comprehensive survey would be possible after heavy snowfall.

4. Does the DNR have a requested lifespan for the asphalt paving? Would the DNR have any ability to perform maintenance on the lot (crack repair, seal coating)?

The MDNR requests that the PSC perform the necessary surveys and analysis in order to provide recommendations for paving that will withstand year-round traffic and freeze/thaw cycles. This includes all required analysis on sub-base materials and providing recommended maintenance schedules.

5. Should the project look at potential revisions to the existing paving layouts such as widening the turning radius at the main entrance or enlarging the parking lot at the Visitor Center to accommodate larger vehicles?

The DNR would like the selected PSC to consider such improvements a possibility and will work with the selected PSC to identify select areas to investigate further during the Phase 100 Study. It is not anticipated that major revisions to the size of existing asphalt surfaces will be implemented other than at the Visitor Center parking lot where the DNR anticipates a slight enlargement of the car parking lot to accommodate larger vehicles (i.e. an increase in stall depth). The DNR does not anticipate any change to the number of available parking stalls.

6. Does the Visitor Center parking lot need to be enlarged to include additional parking stalls?

The Visitor Center parking lot reaches capacity about 16 days per year; however, there is overflow parking available in the oversized vehicle area, and the DNR does not anticipate any change to the number of available parking stalls. Also, see the answer to #6 above.

7. How many vehicles park in the staff area behind the Visitor Center, and should this be an asphalt surface.

The DNR typically parks 6 vehicles in this area. The intent of the project would be to include this as a paved staff parking area.

8. For the Phase 500 design cost and scope, is the assumption that the PSC will be completing Phase 500 as a single bid package for the entire area of road and parking lot surfaces at the Headquarters, Visitor Center, and Manager’s Residence area? Or, will the Phase 500 design be based on a provided construction dollar value with the possibility to phase the construction into multiple bid packages?

For the purposes of submitting a proposal, PSCs should plan on generating a single Phase 500 bid package based on the accepted high-priority scope items generated from the Phase 100 study. If additional Phase 500 bid packages are requested for a phased approach requiring multiple bid packages, a PSC modification for additional Phase 500 services will be executed.
